[Hiring] Senior Evaluation Consultant @UNDP

Role Description

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The UN Women Independent Evaluation Service (IES) will conduct an Evaluation of UN Women’s Coordination Mandate, commencing in the first quarter of 2027. The evaluation will assess:

• Relevance
• Coherence
• Effectiveness
• Efficiency
• Sustainability

The evaluation will be contextualized within the current environment of UN reform and will test the causal pathways and assumptions of the Coordination Mandate Theory of Change.

IES will conduct and manage the evaluation with a team consisting of a Team Leader, Evaluation Specialists, and a Senior Evaluation Consultant.

Deliverables

• Inception report: Contribute to the preparation and design, including evaluation methodology and data collection tools. Due: March 12, 2027 (30%)
• Draft report: Participate in data collection, analysis, and stakeholder engagement. Due: June 30, 2027 (30%)
• Final report: Provide technical expertise and contribute to drafting the final report. Due: August 31, 2027 (40%)

Key Performance Indicators

• Evaluation completed on time and meets UNEG professional standards.
• Products grounded in robust, triangulated evidence.
• Timely technical advice provided to IES and UN Women stakeholders.
• Strategic and actionable recommendations.
• Quality collaboration with UN entities and partners.

Qualifications

• Master’s degree in evaluation, social science, international relations, international development, or a relevant field.
• A first-level university degree with two additional years of qualifying experience may be accepted in lieu of the advanced degree.

Requirements

• A minimum of 10 years of progressively responsible professional experience in evaluation.
• Proven experience leading or contributing to complex evaluations.
• Experience in gender equality analysis and gender-responsive evaluation.
• Experience working in the UN system or a similarly complex organization.
• Experience with UN system coordination mechanisms and accountability frameworks.
• Fluency in English is required; knowledge of another official UN language is desirable.

Benefits

• A lump sum fee paid in three tranches upon satisfactory completion of key deliverables.
• The level of effort is anticipated to be 60 days over the duration of the evaluation.
