Role Description

The primary purpose of the Quality Improvement Analyst is to analyze Oregon’s 1115 Medicaid Waiver implementation and to identify gaps and areas of opportunity for improvements, to develop improvement strategies for resolving issues identified, to provide agency leadership with subject matter expertise and operational consultation regarding Oregon’s 1115 Medicaid Waiver, and to reconcile gaps with OHA’s strategic goal of eliminating health inequities by 2030.

  • Collaborate across OHA inclusive of Medicaid, Behavioral Health, Public Health, Equity and Inclusion, and Health Policy and Analytics.
  • Partner with community and engage with the Coordinated Care Organizations (CCO) and contractors.
  • Work location provides the opportunity for remote and hybrid work.
  • Occasional travel within the state may be necessary for attendance at meetings, conferences, and for delivering presentations.

Qualifications

  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills.
  • Four years professional-level evaluative, analytical and planning work.
  • Any combination of experience and education equivalent to seven years of experience that typically supports the knowledge and skills for the classification.

Requirements

  • Demonstrated skill in communication, both written and oral, with a focus on documentation principles.
  • Proven track record of analyzing and developing gap analyses to identify areas for improvement.
  • Experience in developing targeted improvement plans, reviewing and synthesizing data to inform decision-making, and reporting through multiple presentation methods.
  • Extensive experience in applying health equity principles and addressing systemic health disparities.
  • Collaboration skills in developing and implementing policies and programs that center equity and reduce disparities.
  • Expertise in designing and conducting learning environments and training sessions.
