Role Description

The Procurement Analyst, with the guidance of senior staff (Project Control Analyst), will be responsible for oversight of Equipment Redistribution & Divestiture (ERDS) at three Army Continuous Transformation (CT) focused locations: Fort Bragg, Fort Hood, Fort Carson, and other designated sites. The position also supports various Continental United States (CONUS) and Outside the Continental United States (OCONUS) locations during flyaway missions.

• Develops and executes sourcing strategy.
• Evaluates product and services offerings.
• Recommends service providers and suppliers.
• Negotiates contracts for CT support.
• Gathers business requirements and identifies potential service providers and suppliers.
• Develops and distributes RFPs/RFQs.
• Sources bids or other information for fly-away missions.
• Evaluates proposals/quotes based on offering quality, cost, or other contract criteria.
• Works with selected service providers and/or suppliers to develop contractual agreements.
• Ensures compliance with internal policies and external regulations.
• Handles back issues and refers complex issues to senior staff.

The role requires a strategic mindset, analytical skills, and the ability to collaborate across multiple departments to drive financial and operational success.

Qualifications

• At least two years of relevant work experience.
• Strong oral and written communication skills.
• Refined skills in Microsoft Office applications; advanced Excel skills preferred.
• Demonstrated ability to effectively interact with others and work independently.
• Knowledge of Deltek Costpoint is preferred.
• Familiarity with practical applications of personal computers and basic application software (e.g., Excel, Word, etc.).
• Ability to assess, interpret, and apply government standards, specifications, and handbooks.
• Ability to pass Pre-Employment Drug Test and Background Screening.
• Bachelor’s degree, not required but preferred.
• Must have a REAL ID.
• Must be able to obtain and maintain a Common Access Card (CAC).
• Must be able to obtain Tier 1/NACI (Public Trust) background eligibility.

Requirements

• Assist the Project Control Analyst on the ERDS contract.
• Perform all aspects of the procurement specialist role.
• Review and analyze procurement requirements for internal and external activities in major programs across the CT locations and fly-away missions.
• Communicate effectively with all ERDS sites and activities to define purchasing requirements and identify approved sources or qualify new procurement sources.
• Determine the appropriate and compliant procurement vehicle conforming to Federal Acquisition Regulation (FAR) requirements.
• Assist other activities with completing necessary procurement documentation to ensure Financial Improvement and Audit Readiness (FIAR).
• Manage the creation of purchase requisitions for Outgoing Funding Documents (OFDs), incremental funding, and contracts.
• Complete procurement-related tasks, including reviewing invoices for accuracy, assisting with billing, and handling other office duties and special projects.
• Review and understand basic contract documents as they relate to billing and revenue.
• Use FAR principles to provide allowable cost guidance and assist individuals in completing forms and cover letters.
• Support formal requests to the customer for funding increases or schedule impact approvals.
• Coordinate resolution of issues related to requests and track status of requests.
• Assist in preparing and organizing materials for meetings, presentations, and training sessions; draft correspondence and prepare reports as assigned.
