Role Description

Contract Duration: 5 MONTHS

Working arrangement: Home Based

Vision 2030 is Zambia’s first written long-term development plan, articulating the collective aspirations of the Zambian people for the Country to become a “Prosperous Middle-Income Nation by 2030.”

  • Developed in 2006 through a participatory and consultative process across all 72 districts.
  • Encompasses the creation of a strong and dynamic industrial economy that improves the well-being of all citizens.
  • Guided by principles of gender-responsive sustainable development, democracy, respect for human rights, and public-private partnerships.

The Vision highlights three scenarios outlining development options:

  • Baseline Scenario: Assumes a constant real growth rate of 6 percent over the period 2006 to 2030.
  • Preferred Scenario: Aims to attain and sustain annual real growth of 6 percent (2006-2010), 8 percent (2011-2015), 9 percent (2016-2020), and 10 percent between 2021 and 2030.
  • Targets to reduce national poverty headcount to less than 20 percent of the population.
  • Provide secure access to safe potable water sources and improved sanitation facilities to 100 percent of the population.
  • Attain education for all and provide equitable access to quality health care to all by 2030.

Qualifications

  • An advanced university degree (Master’s level or higher) in Economics, Development Studies, Public Policy, Statistics, Monitoring and Evaluation, or a related field.

Requirements

  • Demonstrated experience (10 years) in conducting national development evaluations, assessments, or similar analytical assignments in sub-Saharan Africa. Zambia specific context will be an added advantage.
  • Strong quantitative, qualitative, and policy analysis skills, including experience handling national datasets and indicator frameworks.
  • Strong experience in high-quality report writing, stakeholder consultations, and facilitation of validation workshops.
