[Hiring] Monitoring, Evaluation and Learning Specialist @Habitat for Humanity Europe & Middle East

Role Description

Habitat for Humanity International seeks a Monitoring, Evaluation and Learning (MEAL) Specialist to support and advance the Terwilliger Center for Innovation in Shelter's work with small and growing businesses. The purpose of the Terwilliger Center is to influence market actors to change attitudes, behaviors, policies, business models, and products and services in ways that lead to scalable affordable housing solutions.

The MEAL Specialist will play a key role in supporting the implementation, learning, and continuous improvement of the Small and Growing Businesses (SGB) Framework. This position strengthens the systems, evidence, and coordination needed to align global strategy with regional implementation.

Key Responsibilities:

• Design and implement the MEARL framework for the Terwilliger Center's SGB framework.
• Develop results chains/frameworks for SGB framework including Shelter Venture Fund investments.
• Ensure alignment with global impact measurement standards (IRIS+, SDG indicators).
• Support SGB team in solving complex challenges and target setting for annual and multi-year projections.
• Ensure Data Quality and Insight Generation to support the SGB framework and strengthen evidence of uptake.
• Lead rigorous data collection, validation, and analysis using mixed methods.
• Produce dashboards and learning briefs for internal strategy and external stakeholders.
• Facilitate learning loops across regions; synthesize cross-portfolio insights.
• Translate evidence into actionable recommendations for the SGB framework.
• Develop and maintain digital data systems (such as CRM, Airtable, PowerBI) for real-time monitoring and data visualization.

Qualifications

• Master’s in Monitoring & Evaluation, Development Economics, Statistics, Impact Measurement, or related field.

Requirements

• Minimum 5 years in MEAL roles, including impact investing or enterprise development contexts.
• Proven ability to design and implement MEAL systems.
• Understanding of IRIS+, SGD and other relevant indicators.
