Role Description

Baan Dek Foundation (BDF), through its Child Protection program, is currently implementing a research project "Understanding Online Child Sexual Exploitation and Abuse among migrant children living in the Thai Construction Sector," to examine the situation, risk patterns, and impacts of OCSEA on migrant children living in construction site camps in Thailand—a highly vulnerable population.

The research project is currently at the data collection stage, wherein the project team is conducting field surveys in targeted camps. Data collection is expected to be completed by mid-September, after which, the team will conduct preliminary data analysis to inform next steps.

To ensure that the preliminary findings are effectively utilized in BDF’s programmatic intervention, BDF would like to launch a Terms of Reference (TOR) to collaborate with a specialized OCSEA expert consultant to provide strategic advisory support in the next project phase.

Your Mission

• Data Advisory & Review:
  • Provide academic initial feedback and expert insights on early primary findings gathered from children and families in construction worker camps.
  • Support a contextualized review of OCSEA-related data in Thailand.
• Knowledge Sharing & Expert Guidance:
  • Facilitate one workshop with the project team on evolving OCSEA risks, child protection, parenting, and prevention in the Thai context.
  • Help the team reflect on how early findings can inform integrated, realistic, and context-sensitive responses.
• FGD & GSD Advisory:
  • Offer technical guidance and recommendations on designing Focus Group Discussion (FGD) frameworks and Gender-Sensitive Design (GSD) integration.

Expected Results by Scope of Work

• Data Advisory & Review:
  • Participate in a review discussion to analyze and provide expert feedback on preliminary survey findings.
  • Expert validation ensuring alignment with global OCSEA research standards.
• Knowledge Sharing & Expert Guidance:
  • Lead and facilitate at least a half-day workshop in October.
  • Provide expert guidance on evolving OCSEA risks, child protection, parenting, and prevention.
• FGD & GSD Advisory:
  • Formulate strategic recommendations and technical advice on FGD framework design and child safeguarding measures.

Qualifications

• Leading international scholar/expert in Child Protection and OCSEA with a proven global track record.
• High-level specialized expertise at the intersection of OCSEA, Child Protection, Parenting, Prevention, and Case Management.
• In-depth and up-to-date knowledge on the evolving research needs and intervention in the field of OCSEA.

Timeframe

• The proposed consultancy period is for 3 days in the second/third week of October 2026.

Milestones and Deliverables

• Milestone 1:
  • A short advisory note providing an expert OCSEA perspective on the primary findings.
  • Estimated Timeline: 1 day / Early October.
• Milestone 2:
  • Facilitate one workshop supporting analytical reflection on the primary findings.
  • Estimated Timeline: 1 day / Workshop in October, in English.
• Milestone 3:
  • Provide advisory support to the design of the GSD and FGD process/content.
  • Estimated Timeline: 1 day / October.

Requirements

• Justification for Single-Source Selection.
• Target Group Vulnerability & Context: Analyzing data from children and families in construction worker camps requires rare expertise.
• Demonstrated Subject-Matter Expertise: The assessment and evaluation of project outcomes will be led by a dedicated specialist.
• Ensuring Project Quality and Impact: Engaging a general consultant would not guarantee the required depth in GSD and interdisciplinary integration.

  • Financial Proposal with a detailed budget.

  • Samples of previous relevant work.
