Role Description

The role involves serving as the single-point-of-contact between the County and the Department of Management Services regarding E911 fiscal, technical, operational, and strategic planning issues.

• Ensures maintenance and functionality of the County’s E911 system 24/7 by maintaining an on-call status 24 hours daily.
• Evaluates systems data and voice circuits regularly to confirm sufficient network capability to handle both wireline and wireless calls during busy hours.
• Manages and maintains the 911 database, including MSAG.
• Works cooperatively with GIS addressing to prevent duplication of street names and addresses.
• Researches, reviews, edits, and records E-911 and 800 MHz radio system tapes to comply with subpoenas, media requests, and complaints on call handling.
• Maintains current escalation list of contact information for all vendors, circuit repairs, and maintenance personnel.
• Ensures County complies with all state and federal laws affecting E911 funds.
• Works closely with Public Safety Answering Point (PSAP) Division chiefs, supervisors, and call takers to develop appropriate Standard Operating Procedures (SOPs) and training for ADA compliance.
• Oversees training for PSAP operators in various issues such as operation of logging recorder equipment and T.D.D. (Telecommunications Device for the Deaf) equipment.
• Monitors PSAP call volume data and takes appropriate action to ensure technical standards in the E911 State Plan are met.
• Ensures PSAPs comply with the State E911 Plan for record retention requirements.
• Ensures PSAP trouble reports are quickly resolved.
• Directs and supervises staff and coordinates meetings as needed.
• Promotes E911 Public Education campaigns.
• Plans for expansion and enhancement of the E 9-1-1 system in Bay County.
• Performs other related duties as assigned.

Qualifications

• Possess a high school diploma or the equivalent.
• Five (5) years’ professional experience in a Public Safety Communications environment, OR a combination of education and technology experience in a closely related field.

Requirements

• Possession of or ability to obtain and maintain a valid Florida driver license upon offer of employment.
• Driving record acceptable to the County Driving Policy and insurance program.
