[Hiring] Contract Closeout Specialist @Chicago Lighthouse for People Who Are Blind or Visually Impaired

Role Description

The primary purpose of this entry level position is to perform non-inherently governmental contract management support services using basic contracting methods and contract types. This includes:

• Performing administrative functions and closeout of contracts and delivery orders below and frequently above the simplified acquisition threshold.
• Obtaining approval, concurrence, and/or signature of the Contracting Officer when required.
• Performing post-award closeout relative to award of contracts.
• Combining clerical functions and technical expertise.
• Working with various types of procurement vehicles, including competitive purchase orders and indefinite quantity/indefinite delivery contracts.
• Handling requirements for services, construction, and commodities.

This position holds no direct supervisory responsibility.

Specific activities include, but are not limited to:

• Completing the contract closeout process as required by standard operating procedures and directed by the site supervisor.
• Maintaining 100% accountability of contract folder/documents throughout the closeout process.
• Determining if contract, invoices, and payment records reconcile.
• Checking government databases for receiving documentation.
• Contacting vendors for invoice payment information, if necessary.
• Acquiring written delivery history from manufacturers or contractors through electronic or verbal means.
• Preparing de-obligation modifications, if required.
• Preparing DD1594 and DD1597, if necessary.
• Returning contract folder to Supervisor for review and submission to Contracting Officer.
• Preparing closeout documents for contracting officer review and approval as required by standard operating procedures.
• Scanning documents as required.
• Performing other duties as assigned by supervisor.

Qualifications

• Position requires a four-year degree or equivalent work experience.
• Knowledge of Federal Acquisition Regulations and federal contracting procedures is required.
• Completion of DAU acquisition class (CON 140) is required.
• CON 110: Mission-Support Planning (Recommended).
• CON 111: Mission-Planning Execution (Recommended).
• CON 112: Mission-Performance Assessment (Recommended).
• Working knowledge of MS Office software.
• Lived experience with blindness or low vision is strongly valued.
• Experience using screen readers or other assisted technologies is encouraged.
• Commitment to providing opportunities for people who are blind, visually impaired, deaf-blind, multi-disabled, and veterans is essential.
