[Hiring] Consultant for Advancing Gender-Responsive Civil-Military Engagement in Humanitarian Action @UNDP

Role Description

UN Women Indonesia seeks to engage an individual consultant to develop a strategy for fostering a gender-responsive approach to civil-military engagement in humanitarian preparedness and response based on lessons learned and stakeholder consultations.

• Co-design and facilitate a table-top exercise (TTX) that enables civilian and military stakeholders to integrate practical WPS framework and humanitarian principles.
• Provide technical and facilitation support to national and regional civil-military policy dialogues.
• Ensure that the experiences, knowledge, and leadership of women, and women-led organizations are meaningfully reflected.

Qualifications

• Master's degree in social sciences, development studies, gender studies, disaster management studies, humanitarian action, security studies, or a similar discipline.
• A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Requirements

• At least 5 years (for master’s degree) and 7 years (for bachelor’s degree) of relevant professional experience on gender equality and/or humanitarian, Women, Peace and Security (WPS).
• Experience facilitating multi-stakeholder dialogues at national and regional levels.
• Proven experience in conducting gender analysis, and/or WPS and humanitarian programming.
• Demonstrated experience designing and facilitating participatory and inclusive consultation methodologies.
• Fluency in English and Bahasa Indonesia.

• TTX Report and Documentation Package by 26 February 2027.
• National Policy Dialogue Report by 30 March 2027.
• Final Consultancy Report by 30 September 2027.
