The Construction Inspector will coordinate with LBYD Federal management, engineers, construction managers, authorized Government representatives, and construction contractors. The position documents observations and potential deficiencies but does not direct contractor means and methods, authorize changes, or accept work on behalf of the Government.

Essential Duties and Responsibilities

  • Perform routine and milestone inspections of active construction projects.
  • Review contract drawings, specifications, approved submittals, RFIs, modifications, schedules, and required tests before and during construction.
  • Observe work for conformance with approved contract documents and accepted construction practices.
  • Prepare timely daily inspection reports, including AF Form 1477 when required.
  • Document contractor staffing, equipment, materials, weather, progress, tests, safety observations, potential deficiencies, delays, discussions, photographs, and follow-up actions.
  • Identify and report potential deficiencies to the authorized Government representative and track corrective actions through verification and closure.
  • Observe testing, startup, commissioning, punch-list, and closeout activities as assigned.
  • Review material deliveries and verify consistency with approved submittals and project requirements.
  • Support review of contractor submittals, RFIs, proposed substitutions, schedules, redlines, and record documents.
  • Participate in preconstruction, progress, coordination, and quality-control meetings.
  • Perform field investigations, verify existing conditions, document findings, and prepare written summaries with supporting photographs.
  • Maintain organized, accurate, and traceable project records and document project communications.
  • Coordinate inspection activities through authorized channels while maintaining a non-personal services relationship.
  • Use Microsoft Office and Government-approved project systems to prepare reports, logs, correspondence, and presentations.
  • Follow applicable installation access, cybersecurity, safety, quality-control, and information-protection requirements.

Additional Duties and Responsibilities

  • Perform other duties consistent with the position and contract requirements, including supporting site visits, document reviews, progress verification, and project closeout activities.

Qualifications

  • Bachelor's degree in engineering, architecture, construction management, or a related field, or an equivalent combination of education and directly relevant construction inspection experience.
  • Minimum of four (4) years of relevant experience in construction inspection, construction quality control, engineering support, or construction management.
  • Experience interpreting construction drawings, specifications, submittals, RFIs, schedules, and test reports.
  • Knowledge of construction methods, materials, sequencing, quality-control practices, and jobsite safety requirements.
  • Ability to prepare clear, objective, and technically accurate inspection reports.
  • Ability to work independently in active office, facility, and construction-site environments.
  • Proficiency with Microsoft Office Suite and electronic document-management tools.

Skills and Abilities

  • Strong observation, documentation, organization, technical writing, interpersonal communication, time-management, and problem-solving skills.
  • Ability to manage multiple assignments and communicate potential deficiencies objectively through authorized channels.

Special Requirements

  • Must be able to successfully complete applicable federal background and installation-access requirements.
  • Must be eligible to obtain and maintain required credentials, including a CAC or DBIDS credential, as applicable.
  • Employment is contingent upon contract award, Government funding, exercise of the applicable option, and satisfaction of access requirements.
  • Occasional local or overnight travel may be required.

Preferred Qualifications

  • Experience supporting U.S. Air Force, U.S. Space Force, Department of Defense, USACE, NAVFAC, or other federal construction programs.
  • Experience inspecting facility renovations, utilities, civil/site work, structural work, electrical systems, and multidisciplinary construction.
  • Familiarity with UFC, UFGS, Air Force construction documentation, and federal quality-control procedures.
  • Experience preparing AF Form 1477 or comparable daily construction inspection reports.
  • OSHA 30-Hour Construction certification.
  • Professional certifications such as ICC, NICET, ACI, AWS, or other credentials relevant to assigned work.

Physical Demands

  • Work may require sitting, standing, walking, bending, stooping, climbing stairs or ladders, and moving through active construction areas.
  • Must be able to wear required personal protective equipment and occasionally lift or carry up to 25 pounds.
  • Must be able to use a computer and review electronic and printed construction documents for extended periods.
  • Must be able to safely access buildings, exterior sites, uneven terrain, and active construction areas.

Working Environment

  • Work is performed in office, occupied-facility, exterior, and active construction-site environments.
  • The employee may be exposed to weather, dust, noise, moving equipment, uneven surfaces, and other normal construction conditions.
  • Required personal protective equipment and site-specific safety procedures must be followed.
