Role Description

Consultant to support the Baseline Assessment for the Actions to Strengthen Systems to End Trafficking (ASSET) project.

The assessment aims to explore and document the current trends in human trafficking and labor migration, including:

• Review of legislative and policy frameworks related to trafficking in persons (TIP), forced labor prevention, labor migration, and labor rights.
• Development of a mapping of service providers and referral mechanisms for victims of trafficking and vulnerable migrants.
• Analysis of economic sectors exposed to risks of trafficking and forced labor.
• Assessment of stakeholder needs and challenges in complying with labor rights and anti-trafficking efforts.
• Exploration of internal and cross-border migration patterns and associated risks.
• Assessment of protection and support services for at-risk populations and survivors of trafficking.
• Evaluation of existing coordination mechanisms related to trafficking and labor practices.

Qualifications

• A degree in economics, management, international development, public policy, or other relevant field.
• At least 5 years of professional experience working on donor-funded development programs.
• Demonstrated experience leading or conducting at least two research projects of comparable scope and complexity.
• Extensive experience applying qualitative research methodologies.
• Understanding of U.S. Government (USG) or other donor’s performance monitoring frameworks.
• Fluency in English, Russian, and Turkmen (preferred) with excellent communication skills.
• Experience designing and implementing research methodologies and qualitative data analysis.
• Familiarity with issues related to trafficking in persons and labor standards in export-oriented sectors.
• Strong ability to synthesize complex datasets into actionable recommendations.
• Excellent communication, facilitation, and presentation skills.
• Strong organizational and time-management skills.

Requirements

• Develop the methodology for the assessment, including research questions and data collection approaches.
• Prepare and submit an Inception Report outlining assessment methods and workplan.
• Review relevant project documentation and data sources.
• Design data collection tools and support data collection using participatory methods.
• Translate and pilot survey questionnaires in Turkmen and Russian.
• Oversee data collection, entry, transcription, and quality control.
• Ensure compliance with ethical research standards.
• Consolidate data into a database compatible with the ASSET-prescribed MS Excel template.
• Present preliminary findings and recommendations to the ASSET team and senior management.
• Prepare a draft evaluation report in English and revise based on feedback.
• Coordinate the overall evaluation process and maintain regular communication with the ASSET team.
