Role Description

Objective Area Solutions (OAS) is seeking a senior Air Traffic Control Specialist to support the Federal Aviation Administration (FAA) Air Traffic Organization, Program Management Organization. This Level V role serves as a senior operational subject matter expert, helping coordinate air traffic requirements and operational activities across FAA program offices and lines of business.

The successful candidate will bring full-performance-level controller judgment to acquisition and engineering programs by:

  • Translating operational needs into system requirements.
  • Evaluating proposed automation and surveillance capabilities.
  • Representing the operational community in technical interchange meetings, workgroups, and program reviews.

Key Responsibilities

  • Air Traffic Requirements and Operational Coordination:
    • Coordinate activities with air traffic requirements and operations personnel across FAA program offices and lines of business.
    • Support technical interchange meetings, program reviews, and coordination with the National Air Traffic Controllers Association (NATCA).
    • Coordinate workgroup activities for En Route, Oceanic, Terminal, and other assigned program offices.
    • Help transform operational needs into system-level functional and performance requirements.
  • Systems, Requirements, and Safety Analysis:
    • Perform system and system/subsystem specification analyses to confirm that operational concerns and technical requirements are addressed.
    • Review requirements, design documentation, concepts of operation, interface requirements documents, and interface control documents, and provide operational feedback.
    • Perform airspace analysis and design or redesign in support of National Airspace System infrastructure projects, including surveillance installations, upgrades, and decommissioning.
    • Support operational concept development, validation, human-in-the-loop simulation planning, and evaluation of automation, surveillance, navigation, and separation capabilities.
    • Provide operational input to FAA Safety Management System and Safety Risk Management activities, including panel support.
  • Program Support, Briefings, and Deliverables:
    • Develop recommendations and solutions supporting short- and long-term program planning.
    • Prepare and deliver briefings to FAA leadership, program offices, industry, labor organizations, and external stakeholders.
    • Support air traffic systems training requirements and coordinate with FAA Technical Training and operations personnel.
    • Classify and summarize data for recurring reports and prepare agendas, meeting minutes, white papers, status reports, and decision-support products.

Qualifications

  • Air traffic control technical and operational experience as a domestic or oceanic controller in an En Route and Oceanic or Terminal operational environment.
  • Twenty or more years of relevant experience consistent with the ATEPS II Air Traffic Controller/Specialist Level V labor category.
  • An associate degree with at least 15 years of active, full-performance-level ATC experience, or 20 years of active, full-performance-level ATC experience in lieu of a degree.
  • Equivalent ATC experience in a U.S. military or international control environment may be considered. A bachelor's degree may count toward five years of experience.
  • Acquisition and program management experience supporting FAA program offices or similar organizations.
  • Ability to obtain and maintain a Public Trust determination and FAA PIV credential.
  • Ability to travel up to 50%.

Demonstrated Experience

  • Full-performance-level control in en route, oceanic or offshore non-radar, radar, and/or terminal environments, including TRACON or tower operations.
  • Supporting FAA program offices with requirements development, system analysis, and specification review for NAS automation, surveillance, communications, or navigation capabilities.
  • Airspace analysis and design or redesign, including testing, procedure development, coverage or service-volume analysis, and airspace configuration recommendations.
  • Technical interchange meetings, workgroups, and program reviews involving FAA, labor, industry, or international stakeholders.
  • Preparing and delivering technical briefings and written products for senior FAA leadership and external audiences.
  • FAA air traffic rules, procedures, facility functions, acquisition processes, and Safety Management System practices.

Preferred Qualifications

  • Airspace and operational analysis supporting surveillance deployments, including radar siting, obstruction evaluation, coverage modeling, flight-check coordination, or transition planning.
  • Experience with ADS-B, RVSM, reduced oceanic separation, uncrewed aircraft systems integration, or commercial space launch and recovery coordination.
  • Participation in Aviation Safety Information Analysis and Sharing or comparable safety-data analysis panels.
  • Experience developing and delivering controller or FAA staff training, including national system implementations.
