[Hiring] Supply Chain Subcontracts Specialist @Northrop Grumman

As a Supply Chain Subcontract Specialist – 4, you’ll be a linchpin in missions of paramount importance, defining the art of the possible from day one. The ideal candidate will be based at the Promontory or Magna, UT site, though remote applicants may also be considered.

• Source and procure specialized goods and services
• Own contractual management of the supplier
• Responsible for source selection from contract proposal to execution phases
• Coordinate and collaborate with key stakeholders such as contracts, engineering, quality, supplier development, planning, operations, program, and end-users
• Develop subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services
• Prepare Request for Proposal package, analyze and evaluate proposals, negotiate subcontract provisions, select or recommend subcontractors, write awards, and administer resulting subcontracts
• Evaluate and monitor supplier quality and reliability, as well as supplier ability to support required delivery schedules
• Identify strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations
• Manage and lead supplier financial forecasting accuracy
• Manage performance of subcontracts, ensure compliance with all public law requirements as well as company policies and procedures including import/export regulations
• Employ sound business practices and assess supplier performance as part of follow-up activities
• Ensure appropriate documentation is provided to logistics/transportation & warehouse organization for proper receipt recording
• Manage and develop strategic/key suppliers
• Review and approve supplier payment as needed
• Utilize process tools such as Lean Six Sigma with suppliers to drive quality, efficiency and continuous improvement

Qualifications

• Bachelor’s Degree and 8+ years of experience in supply chain, government contracting, or related work -OR- Master’s Degree and 6+ years
• In lieu of degree, an additional 4+ years of experience may be considered
• Experience with FAR provisions and GSC policies and procedures
• Ability to obtain & maintain a DoD security clearance (US Citizenship Required)
• Strong knowledge and proven historical performance of cradle to grave subcontract administration
• Experience preparing subcontractor Request for Proposal (RFP) packages
• Experience preparing and presenting briefings to leadership (internal/external)
• Demonstrated skill and ability to perform professional tasks
• Ability to provide accurate supplier invoice and accrual forecasting
• Strong knowledge of Microsoft Office Applications

Preferred Qualifications

• Experience managing subcontracts
• Experience managing various subcontract types (Firm Fixed Price, Cost Plus Incentive or Fixed Fee, Time & Material, Labor Hour, IDIQ, etc)

Salary Information

Primary Level Salary Range: $101,400.00 - $160,200.00. The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
