Role Description

Leads capture and business development initiatives for the Supply Chain team to secure new and/or follow-on contracts. Manages all Supply Chain aspects of the pursuit and proposal process, including:

• Development of technical solutions
• Management solutions
• Cost elements
• Contractual terms & conditions

Develops capture strategy including business solutions for pursuit of opportunities by:

• Gathering market intelligence
• Identifying attractive market segments
• Conducting competitive assessments
• Teaming suppliers
• Price-to-win analysis

Identifies the right pursuit team resources and collaborates closely with:

• Business Development
• Proposal Operations
• Program Management
• Engineering
• Operations
• Contracts
• Finance

Ensures that the proposal submitted is compliant, competitive, and executable after the win.

Qualifications

• Bachelor’s Degree with a minimum of 12 years of prior related experience, or a Graduate Degree with a minimum of 10 years of prior related experience. In lieu of a degree, a minimum of 16 years of prior related experience.
• 10+ years in supply chain, capture management, and international source development.
• Must have high attention to detail.
• Capable of managing and working in a fast-paced, demanding environment with a focus on problem resolution and process improvement.
• Strong organizational and time management skills.
• Intermediate knowledge of Microsoft Office products including Word, Excel, PowerPoint, Outlook, and Project.
• Requires advanced business knowledge.
• Proven team player with outstanding customer relationship skills.
• Leadership capability to guide business or functional teams without a formal management role.

Requirements

• Ability to obtain a US Security Clearance.
• Knowledge and experience of the proposal process, Risk Mitigation, Project Management as it relates to Supply Chain.
• Previous experience implementing change to improve processes.
• Ability to lead others.
• Ability to make strategic decisions while delivering results.
• Previous experience preparing and delivering presentations.
• Ability to travel up to approximately 25%.
• Basis of Estimate writing experience.
• Negotiation experience.
