Role Description

Zolon Tech Inc. (Zolon) supports the Department of Homeland Security (Client) Office of the Chief Information Officer (OCIO) on the Digital Application Support Services (DASS) program, which operates, maintains, and enhances Client digital platforms including the Homeland Security Information Network (HSIN), Web Content Management as a Service (WCMaaS), and the Federal Emergency Management Agency (FEMA) Digital Communication Platform. Zolon is seeking a Technical Lead (Key Personnel) to lead the cross-functional engineering team supporting HSIN, Client's primary information-sharing portal serving more than 100,000 users across 1,700 organizations.

• Lead cross-functional teams to deliver the functional requirements set by the HSIN Product Owner.
• Collaborate with product owners, managers, developers, and designers to build easy-to-use digital services.
• Own technical design, architecture decisions, code quality, and release readiness for HSIN applications.
• Oversee operations and maintenance, including upgrades, patching, incident response, and Tier 2/3 support.
• Guide support of HSIN components, including Adobe Connect and HSIN Exchange (custom .NET RFI application for State Fusion Centers).
• Ensure integration with other Client systems and operation in AWS GovCloud in compliance with Client 4300A, FISMA, and FedRAMP.
• Maintain technical documentation, architecture diagrams, and SELC documents.
• Mentor engineers and drive continuous improvement in Agile and DevSecOps practices.

Qualifications

• Bachelor's degree in Computer Science, Engineering, or a related field.
• Minimum of ten (10) years of software engineering experience, including at least four (4) years leading technical teams.
• Experience building digital services solutions using a variety of modern technologies.
• Hands-on experience with several of: Drupal/PHP, Java, .NET, MySQL, Apache, Red Hat Linux, Moodle, Adobe Connect.
• Experience with AWS (GovCloud preferred), CI/CD, and infrastructure-as-code (Terraform, Ansible).
• Strong verbal and written communication skills and experience working directly with Government product owners.

Desired Qualifications

• AWS certification (Solutions Architect or DevOps Engineer).
• Prior HSIN or Client mission system experience.
• Experience with FedRAMP and NIST SP 800-53 security controls.

Location

• Remote/telework, subject to Government approval. Primary Government work location is Client, Springfield, VA.

Schedule

• Core hours 8:00 a.m. – 6:00 p.m. ET, Monday–Friday.

Clearance

• Client Public Trust (suitability/Entry on Duty); U.S. citizenship required.
• Ability to obtain and maintain a Client Public Trust suitability determination.
