Role Description

Railroad Commission of Texas requires the services of 1(One) Microsoft .NET Core developer, hereafter referred to as Candidates, who meets the general qualifications of Software Developer, Level 3, and the specifications outlined in this document for the Railroad Commission of Texas. All work products resulting from the project shall be considered "works made for hire" and are the property of the Railroad Commission of Texas.

• Apply expert knowledge of Microsoft .NET Core software development for agency business applications.
• Perform advanced analysis and programming work for RRC's mainframe modernization project.
• Strong .NET Core programming experience required.
• Experience with JSON, Swagger, MS-SQL, and C# core skills.
• Enhance assigned applications and solve production issues.
• Follow a defined software development life cycle (SDLC) process using a modified Agile-like approach.
• Work across multiple agency stakeholders to ensure online form applications are developed, unit tested, regression tested, and delivered error-free.

Qualifications

• Graduation from an accredited four-year college or university with a degree in computer science or related field.
• At least four [4] years of experience in software development using .NET with C#.
• At least four [4] years of experience in .NET Core development, working in a team environment.
• Development experience in the RRC LoneSTAR application.
• Ability to troubleshoot and resolve complex technical issues.
• Meticulous attention to detail with an ability to produce high-quality work in a dynamic environment.
• Highly organized and able to manage multiple tasks at once and meet deadlines.
• Experience in using GoAnywhere secure file transfer Software.
• Proficiency in databases and MSSQL.
• Experience specifically with Azure DevOps and broadly distributed version control.
• Experience in use of Visual Studio IDE.
• Experience in Telerik or Kendo UI controls.
• Adept at creating and maintaining Unit Tests and testing classes.
• Experienced with service-oriented architecture (SOA) concepts, microservices, and RESTful APIs.
• Helpful to have knowledge of the creation and manipulation of PDF documents or experience with iText.
• Previous experience with Azure multiple environment deployment is helpful.

Requirements

• Must be available some nights and weekends for supporting code deployments and application support.

Benefits

• Services are expected to start 9/01/2026 and are expected to be completed by 8/31/2027.
• Total estimated hours per Candidate shall not exceed 2250 hours.
• This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.
