[Hiring] Management Information System (MIS) Developer for Nutrition-Sensitive Social Protection @World Food Programme

Role Description

The Management Information System (MIS) Developer for Nutrition-Sensitive Social Protection will be responsible for the design, development, and deployment of a complete digital management system for the SANUTRIO programme. The consultant will be responsible for the full technical lifecycle – including:

• System Architecture and Design
  • Design the overall technical architecture of the platform.
  • Define system components including database layer, API layer, web modules, and mobile application.
  • Design a role‑based access control (RBAC) framework.
  • Define secure data exchange mechanisms between web, mobile, and backend services.
  • Develop an offline synchronization model for Android devices.
  • Ensure system scalability, performance optimization, and data security compliance.
• Database Design and Management (PostgreSQL)
  • Design logical and physical data models.
  • Develop schema for households, beneficiaries, screening data, compliance records, SNF distribution, payments, grievances, and reporting datasets.
  • Implement indexing and optimization strategies.
  • Design audit trails and transaction logging mechanisms.
  • Define data retention and archival policies.
  • Prepare database scripts and migration procedures.
• Backend Development (Go Framework)
  • Develop backend services using Go framework.
  • Design and implement secure RESTful APIs.
  • Build compliance verification logic and eligibility engine.
  • Develop cash disbursement verification and payment readiness modules.
  • Implement authentication and authorization using secure standards such as JWT or OAuth2.
  • Develop synchronization APIs for mobile offline and online operation.
  • Implement logging, monitoring, and structured error handling.
• Web Application Development
  • Develop responsive web modules for administrators and programme managers.
  • Create modules for beneficiary management, compliance review, payment processing, inventory tracking, grievance management, and reporting dashboards.
  • Integrate web modules with backend APIs.
  • Implement role-based dashboards and access controls.
  • Provide export functionality for operational and monitoring reports.
• Android Native Application Development
  • Develop native Android application for field and facility users.
  • Develop modules for registration, screening, compliance recording, and SNF tracking.
  • Implement background synchronization with backend services.
  • Enable offline data capture with secure local storage.
• Deployment and Technical Support
  • Prepare production‑ready system builds.
  • Support installation, configuration, and environment setup.
  • Provide documentation and knowledge transfer sessions.
  • Address issues identified during UAT and initial rollout phase.

Deliverables at the End of the Contract

• Successful deployment and integration of the core digital management system, including backend services, PostgreSQL database, web‑based administrative modules, and role‑based access control, with demonstrated end‑to‑end system functionality.
• Successful deployment of the Android‑based data collection application, enabling beneficiary registration and screening, including offline data capture and synchronization to the central database.
• Successful implementation of the full programme digital system, including compliance tracking, SNF distribution, payment verification, monitoring and reporting, and grievance management, supported by completed UATs.
• Delivery of final technical documentation and completion of required training and knowledge‑transfer sessions, ensuring operational readiness and sustainability.

Qualifications

• Proven experience in system architecture and design.
• Strong knowledge of PostgreSQL database design and management.
• Experience with backend development using Go framework.
• Proficiency in web application development.
• Experience in Android application development.
• Strong problem-solving skills and attention to detail.

Requirements

• Advanced degree in Computer Science, Information Technology, or related field.
• Minimum of 5 years of relevant experience in software development.
• Experience working in humanitarian or development contexts is an advantage.
• Fluency in English; knowledge of other languages is a plus.
