Role Description

The Texas Workforce Commission (TWC) is seeking an experienced Mainframe Developer/Programmer Analyst Level 3 to support the modernization of the NASWA SIDES (State Information Data Exchange System) integration project. The selected consultant will be responsible for developing, enhancing, testing, and maintaining enterprise-scale mainframe applications that support unemployment insurance business processes. This role requires strong expertise in COBOL, Natural, JCL, DB2, CICS, and legacy batch processing, along with experience integrating modern web services into mainframe environments.

Key Responsibilities

• Design, develop, test, and maintain enterprise mainframe applications.
• Develop and enhance COBOL, Natural, and JCL programs.
• Analyze business requirements and translate them into technical solutions.
• Modify and optimize DB2 databases, tables, and schemas.
• Integrate NASWA SIDES exchanges into existing legacy systems.
• Develop and maintain batch processing jobs and runtime routines.
• Build and consume SOAP/REST web services using XML and JSON.
• Analyze existing legacy code and perform impact analysis.
• Prepare technical documentation and test plans.
• Execute unit testing, system testing, and support user acceptance testing.
• Troubleshoot production issues and provide ongoing application support.
• Collaborate with project managers, business analysts, QA teams, and stakeholders throughout the Software Development Life Cycle (SDLC).

Qualifications

• 8+ years of experience developing applications using COBOL, Natural, and JCL.
• 8+ years working with DB2 databases.
• Strong experience with CICS/Map environments, mainframe batch processing, and runtime routines.
• Experience integrating SOAP and REST APIs.
• Strong knowledge of XML, JSON, and Web Services.
• Experience with enterprise authentication technologies: LDAP, SAML, OIDC.
• Extensive experience analyzing legacy applications and undocumented code.
• Strong knowledge of SDLC methodologies.
• Experience performing software testing using a data-driven approach.
• Excellent troubleshooting and problem-solving skills.
• Experience implementing or supporting NASWA SIDES exchanges.
• Functional knowledge of Additional Fact-Finding (ADF), Determinations & Decisions (DD), Monetary/Potential Charges (MPC), and Benefit Charges (BC).
• Experience using Visio and ALM Octane.
• Experience working with Personally Identifiable Information (PII) within state or federal agencies.
• Experience with identity management solutions including Azure AD / Microsoft Entra ID, Okta, and LDAP.
