Role Description

This position provides independent advanced analysis, design, development, enhancements, implementation, and support to ensure efficient and effective operation of complex software. This position acts as a subject matter expert for Oracle Commerce Cloud and the related subsystems to support the PLCB's (Pennsylvania Liquor Control Board) Fine Wine & Good Spirits (FWGS.com) website, Licensee Online Ordering Portal (LOOP) and Associate Portal (AP). They also provide daily operational support for the Oracle Commerce Cloud (OCC) and extranet environments. This includes configuration of the Oracle Integration Cloud (OIC). Development of other special projects is assigned as needed.

• The primary responsibility is development within various Oracle systems utilized by the PLCB.
• Defects and requests from the business are analyzed and planned for solutions.
• Development can be done individually or as part of a team.
• Testing is conducted by the developer or team before submitting to the business for UAT (User Acceptance Testing).
• Work must be documented within the code and in the agency's change management system.
• New enhancements and integration into other systems may be requested or mandated.
• Effective communication of observations to staff with varying technical skill levels is required.
• Development is to be peer-reviewed.
• Adherence to Change Management guidelines is mandatory.
• Estimation of level of effort for requests for service or enhancements is required.
• Testing of system changes will be conducted within the team for accuracy.
• Support for several nonproduction environments used for testing is required.
• Maintain a clean state of environments to avoid confusion.
• Serve as a subject matter expert for various systems and development tools.
• Evaluate business requests to change packaged and customized application software.
• Provide status reports to the group manager including individual status, project status, performance, and training.
• Assist in the assessment of software products and make recommendations for purchase.
• Perform advanced troubleshooting, investigating, and debugging of problems and defects.
• Conduct maintenance activities as needed, typically off hours.
• Monitor system performance and identify operational deficiencies.
• Cooperate with other developers and IT staff for security and quality assurance measures.
• Adhere to established bureau, commonwealth, and industry standards, policies, and procedures.
• Documentation of design decisions, requirements, and level of effort estimations is required.
• Perform other related job duties as needed.
