Role Description
Nebius is looking for a U.S. Regional Intelligence Analyst to be responsible for developing an up-to-date and in-depth regional understanding of the environment in which Nebius operates across the United States, with a focus on states, local authorities, sites, projects, and stakeholders relevant to the company’s operations and growth plans.
The role includes:

Monitoring and analyzing political, regulatory, legal, public, and infrastructure-related developments.

Assessing community activity and local activism.

Identifying trends and changes involving energy, the power grid, environmental matters, planning, and permitting.

Collecting and integrating information from diverse sources into regional assessments, site reviews, and decision-focused briefings.

Supporting management and internal teams by identifying emerging risks, changes, and opportunities.

Providing the local and regional context required for planning and informed decision-making.
Your responsibilities will include:

Monitor and analyze political, governmental, regulatory, and legal developments at the federal, state, and local levels across the United States.

Monitor changes in policy, legislation, permitting, and planning processes that may affect the company’s operations and existing or planned projects.

Assess the local environment surrounding company sites, including community activity, activism, protests, and public sentiment.

Map and analyze relevant stakeholders, including authorities, elected officials, local organizations, community groups, and professional bodies.

Monitor media trends, public narratives, and reputational issues relating to the company, its sites, and its operations in the United States.

Analyze developments involving the power grid, energy market, water, infrastructure, and environmental matters that may affect sites and projects.

Identify emerging changes, risks, and opportunities of potential significance to the company’s regional operations.

Prepare regional assessments, state and site reviews, profiles, alerts, and decision-focused briefings.

Provide research support for site and project evaluations, executive visits, meetings, and business activities in the United States.

Collaborate with internal teams to align monitoring activities and deliverables with the company’s business and professional needs.

Maintain an up-to-date regional intelligence picture and provide ongoing reporting on material developments affecting the company’s sites and projects in the United States.
Qualifications

At least eight years of experience in regional research, commercial or business intelligence, risk analysis, policy research, political and regulatory research, or another relevant professional field.

Demonstrated experience researching and analyzing the U.S. environment at the federal, state, and local levels.

Strong familiarity with the structure of the U.S. government, legislative and regulatory processes, local authorities, and planning and permitting procedures.

Ability to conduct in-depth research using open sources, databases, official documents, public records, legal and regulatory sources, media, and social media.

Experience analyzing stakeholders, community activity, local activism, public trends, and reputational issues.

Demonstrated ability to integrate information from different sources, identify trends and early signals, and develop clear, well-founded assessments.

Experience preparing reviews, assessments, and briefings for management and internal stakeholders.

Ability to work independently, manage multiple assignments, and meet deadlines while adapting to changing priorities.

Sound judgment, accuracy, discretion, and the ability to handle sensitive information responsibly.

Bachelor’s degree in a relevant field such as political science, international relations, law, public policy, economics, U.S. studies, or a comparable discipline.
Requirements

Previous experience in a research firm, commercial intelligence firm, consulting firm, global company, or international corporate environment.

Experience researching infrastructure, energy, the power grid, data centers, technology, or large-scale projects.

Familiarity with site-evaluation processes, land use, permitting, environmental regulation, and local government in the United States.

Experience supporting market entry, business expansion, or the evaluation of projects and transactions.

Professional or academic experience in the United States and direct familiarity with the local business and public environment.

Experience using artificial intelligence tools, digital research tools, professional databases, and Microsoft Office applications.
