Role Description

The position principally shall be the representative of the Concessionaire to operate the Concession Agreement during the Operation & Maintenance period and ensure compliance of all obligations through proper planning, scheduling and deploying of necessary resources.

Major Responsibilities

• Co-ordinate, discuss and liaise with the Independent Consultant, NHAI and all other local authorities.
• Ensure the submission of the reporting requirement to Head SPV and IM as per the Concession agreement.
• Ensure all statutory compliances as per the requirements of the Concession Agreement.
• Oversee Staff members/Contractors for effective Highways Operations & Maintenance Operations.
• Chair periodic weekly/fortnightly/monthly meetings with O&M contractors to review performance status.
• Ensure quality, health and safety of Men, Material, Machine/Equipment and organize inspection points.
• Responsible for Audit observations and closure on time.
• Prepare project budget and monitor it.
• Set-up performance criteria for all staff members/contractors/vendors and track the same.
• Lead the O&M team for effective monitoring.
• Identify and provide training needs of departmental staff.
• Ensure compliance with statutory requirements like PF, ESI, Minimum wages, bonus, insurance, etc.
• Ensure resource deployment by O&M and manage organization development and coordination.

Operations

• Ensure smooth day-to-day operations of the highway project including tolling, traffic management, and incident response.
• Track toll revenue, leakage prevention, and audit compliance.
• Monitor key performance indicators (KPIs) such as traffic flow, revenue collection, and road safety.
• Drive initiatives to reduce accidents and improve user experience.
• Enforce road safety measures and emergency response systems.
• Collect user fee as per Gazette Notification and meet valid client needs.
• Envisage and mitigate risk to business keeping the local environment in mind.
• Ensure smooth operation of all lanes while dealing with the general public.
• Maintain tolling operations ensuring operational efficiency and adherence to Standard Operating Procedures.
• Be well versed with all Clauses of CA relevant for O&M and processes in toll booth.
• Responsible for Audit observations.
• Understand insurance procedures including assessment, preparation, and submission of claims.
• Coordinate all internal and external activities and departments.
• Ensure proper business accounting as per standards through finance department.
• Hire, train, and develop staff in coordination with HR department.
• Impart training to subordinate staff on day-to-day activities.
• Ensure timely disbursement of compensation and finalize annual appraisals.
• Negotiate and monitor subcontracting works through maintenance department.
• Prioritize work to achieve desired results in stipulated time frame.

Maintenance

• Implement preventive and predictive maintenance strategies focusing on cost optimization.
• Oversee and manage overall maintenance of the project by monitoring O&M Manager's work.
• Take over project inventory and maintain it with periodical physical stock verification.
• Undertake defect works through subcontractors under defect liability coverage.
• Ensure all project assets are covered under insurance and initiate renewals on time.
• Ensure safety and security of project property.
• Judicious use of company property including vehicles and equipment.
• Evacuate casualties and lodge FIRs whenever necessary.

Qualifications

• BE/B. Tech (Civil Engineering) with 15 years of experience in O&M and Toll Management.
• Familiarity with tools like MS Office, ERP systems, etc.
