Role Description

At Northrop Grumman Mission Systems' (NGMS) Capabilities Maturation and Deployment (CMAD) organization, operating within the Engineering Concepts Division (ECD), we are offering a unique opportunity in program management as a Manager Programs 2 role. The preferred work location for this position will be onsite in Baltimore, MD. However, we are open to considering qualified candidates for remote/telework arrangements.

The CMAD organization is a rapidly evolving, fast-paced team that offers unique opportunities to interact with many internal customer stakeholders in technical and programmatic sector leadership. The program portfolio is based in IRCC (Infrared Camera Core) building block devices; a fast-growing, state-of-the-art technology that is a key enabler for billions of sensor system business within the NGMS sector.

The Program Manager responsibilities are broad and rewarding; you are the direct interface to internal customers in this position. For your internal customers, you are responsible to support as needed to ensure the broader CMAD goals are met and milestone dates, performance, and needs for resources are well communicated and understood. Potential job duties may also include, but are not limited to:

• Responsibility for successfully managing all technical, financial, and schedule aspects of assigned programs.
• Has P&L responsibility for these programs.
• Works with technical stakeholders to define requirements and is the primary contact on status and performance.
• Participates in business strategy sessions.
• Leads a cross-functional team of associates with a wide range of skill sets, ensuring roles and responsibilities of all team members are well understood and executed.
• Provides overall leadership to program team and drives technical compliance.
• Acts as customer interface for program activities.
• Leads program review sessions with the customer to address cost, schedule, and technical performance.
• Develops and manages technical performance metrics on assigned projects.
• Identifies and executes plans to mitigate program risks.
• Ensures program-wide focus on safety, reliability, cost and schedule, and adequacy of systems, procedures, and people for long-term success.

Qualifications

• Bachelor’s degree and 8 years of related professional/military experience, or a Master’s degree and 6 years of related professional/military experience that includes a background in project/program management.
• Demonstrated experience supporting programs within an engineering, manufacturing, production, and a global supply chain environment.
• Demonstrated experience applying business and financial management principles to program cost, schedule, forecasting, budgeting, and or performance decisions.
• Demonstrated experience supporting programs involving electro optical/infrared (EO/IR) camera systems.
• Demonstrated experience supporting development and all technology maturation programs through program execution.
• Demonstrated experience planning and or managing Capital Expenditures (CAPEX), including establishing, expanding, or maintaining engineering, integration, test, or production laboratory environments.
• Demonstrated experience managing program communications and reporting across internal and or external stakeholders, including program status, cost, schedule, technical performance, risks, and issues.
• Demonstrated experience identifying, tracking, and resolving program risks, issues, and cross-functional dependencies through documented program management processes.
• Demonstrated experience developing, monitoring, and or controlling program plans, cost baselines, and schedule baselines against contractual requirements.
• US citizenship required.
• A current/active U.S. government Secret clearance required to be considered.

Requirements

• A current/active U.S. government Top Secret (TS) or SCI clearance.
• Experience serving as a cost account manager (CAM), and or completion of cost account management training/certification.
• Experience using enterprise resource planning (ERP) systems to support program, manufacturing, production, and or supply chain execution.
• Experience applying agile methodology within a program, engineering, or product development environment.
• Scrum master certification, training, and experience supporting agile teams.
