Role Description
GovCIO's Digital Services team is in high growth mode and we're currently seeking a seasoned technology professional to fill the position of Senior Product Owner driving product definition, development, delivery, and enhancement in fulfillment of a variety of high-impact, critical customer needs. This position is remote within the continental United States with limited travel.

Drive all phases of programs, projects, and products from inception through completion.

Responsible for the cost, schedule, and technical performance of company programs or subsystems of major programs.

Participate in the negotiation of contract and contract changes.

Coordinate the preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of contract.

Act as primary customer contact for program products, leading product review sessions with customers to discuss cost, schedule, and technical performance.

Develop new products or expand the product line with the customer.

Establish milestones and monitor adherence to master plans and schedules.

Identify product problems and obtain solutions, such as allocation of resources or changing contractual specifications.

Direct the work of employees assigned to the product from technical, development, and administrative areas.

Establish, maintain, and nurture strong working relationships with key customer stakeholders.

Manage one or more products of large size and complexity; supervise professional and technical personnel performing in their customary disciplines.

Maintain aggressive efforts to achieve objectives.

Prepare manpower staffing plans, including skill and labor mix, to support contract operations.

Monitor contract, subcontract, and funding; prepare forecasts of program financial performance.

Acquire follow-on business associated with areas of responsibility and support new business development by leading major proposals personally, or through subordinate program/project managers.
Qualifications

Bachelor's with 15+ years (or commensurate experience)

Ability to obtain and maintain a Suitability/Public Trust clearance.
Requirements

Deep familiarity and experience delivering products for Federal customers, especially the Veteran Affairs Administration (VA)

Experience delivering large scale customer facing applications delivering critical services

Experience driving product development leveraging Agile Scrum

Familiar with MS Project, Jira, Confluence, Slack, and MS Teams

Exposure to VA's VHA, VBA, NCA, and BVA sectors

Posted Salary Range: USD $145,000.00 - USD $190,000.00 /Yr.
