[Hiring] Field Veterinarian @State of Wyoming

Role Description

This position is located in Eastern Wyoming. Under the direction and supervision of the state veterinarian, the field veterinarian is responsible for advanced veterinary work, administering all animal health programs as assigned. Within designated areas, the field veterinarian oversees veterinary activities and disease control functions, coordinates disease program activities, assists in management duties and supervision of response activities, provides assistance to state and federal regulatory personnel, and provides educational opportunities for stakeholders. The field veterinarian works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Essential Functions

• Field investigation, management, and response to regulatory and reportable animal health issues.
• Field epidemiology management and investigation.
• Test domestic animals for foreign animal and other regulatory diseases.
• Lead control and prevention efforts within a designated region for foreign animal and other regulatory diseases.
• Develop disease eradication, control, and response plans specific to and in accordance with rules and policy.
• Contact owners within prescribed time frames.
• Determine the extent of index herd/flock and/or adjacent herd/flock testing indicated.
• Complete herd/flock management documents and work with owners to gain agreement and compliance on plans.
• Foreign animal disease investigation and response.
• Participates in federal, state, and local emergency response and foreign animal disease exercises and response implementing the ESF-11.
• Provides education for producers, veterinarians, and legislators on animal health issues, programs, and solutions.
• Serves as a professional liaison between WLSB and veterinarians, producers, agriculture/livestock associations, other state and federal agencies, the general public, and members of the Wyoming legislature.
• Promotes animal disease traceability (ADT), upholds related regulations, and addresses compliance issues.
• Assists the State Veterinarian with all assigned duties to successfully promote the mission and agency goals.

Qualifications

• Preference may be given to those with regulatory experience in the areas of animal health, disease control and eradication programs, epidemiology, emergency management/response, and animal welfare regulations.
• Large/food animal veterinary experience.
• Doctor of Veterinary Medicine degree required.
• License to practice veterinary medicine in Wyoming (or ability to qualify for licensure within 1-3 months).
• USDA APHIS Category II Veterinary Accreditation in Wyoming (or ability to qualify for accreditation within 1-3 months).
• Valid driver’s license.

Knowledge

• Knowledge of State and Federal laws and rules regarding the livestock industry.
• Knowledge of the Agency's statutory duties and responsibilities and administrative rule processes.
• Knowledge of the roles, responsibilities, and functions of the Livestock Board and staff members.
• Knowledge of concepts and practices of veterinary medicine, livestock identification, livestock industry, state and federal animal health disease control and eradication programs, and policies.
• Knowledge of laboratory diagnostic services and epidemiology.
• Skill in public relations, written and oral communication, and interpersonal relations.
• Skill in organization, planning, implementing, and evaluating the achievement of goals.
• Skill in applying analysis and judgment in arriving at solutions.
• Skill in interpreting laws and rules while enforcing them consistently in a straightforward manner.
• Ability to work individually and as a team member.
• Ability to identify problems and work with involved members to proactively and professionally resolve problems and conflicts.
• Knowledge and experience in grant and cooperative agreement writing and management/administration.
• Knowledge and experience in Incident Command Structure and emergency management.

Requirements

• Must have arm, hand, shoulder, and back strength and dexterity to be able to handle and inspect livestock.
• Work in adverse weather conditions.
• Ability for frequent travel.
• May include lifting up to 50 lbs.
