Role Description
The Chief Nurse of Education executes leadership that is characterized by substantial and continuous responsibility and accountability for population groups or integrated programs that cross services and/or discipline lines and influence the organizational healthcare mission. Responsible for administrative functions of their assigned nursing unit/programs. Functions as an administrator, educator, and consultant utilizing management theory.
The Chief Nurse of Education will function as an advisor, administrator, educator, consultant, informaticist, implementation advisor, and mentor who possesses a wide range of experience and leadership ability. They will provide senior leadership and oversight for daily clinical and administrative operations within the National Telestroke Program as directed by the NTSP Director of Operations.

DoD integration of the National Telestroke Program

Onboarding Process of new facilities to the NTSP Acute services

National Telecenter for Stroke Recovery (NTSR) services

Subacute, Post Stroke First Steps, & Tele Neurohospitalist programs

Sustainment of education, resources, and information flow to onboarded facilities
-
Interdisciplinary Simulations
-
Responsible for New Employee Orientation & oversees the process, New Supervisor Training programs, and the facility LEAD program.

Responsible for generating and disseminating new knowledge relevant to clinical practice, nursing administration, and nursing education.

Directly responsible for:

Education needs assessments
-
Provision, design, and evaluation of staff and patient education activities
-
Provision of Library Services by the Learning Resource Center (LRC)
-
Acts as the education liaison to all participating medical center services
-
Has fiscal oversight of education program funding, scholarship program management, and LRC budget.

Responsible for budget planning, forecasting, management, coaching and supervision of nursing and administrative support staff, program development, performance improvement leadership, labor management activities and participation in the interdisciplinary team.

Responsible for the Veterans Affairs Student Trainee Experience Program (VA STEP) and nursing trainees.

Will consult with VHA's Employee Education System (EES) as needed to ensure compliance with staff education functions such as:

Mandatory training

Talent Management System (TMS)

Availability of learning resources

All Veteran Affairs Central Office (VACO) reporting related to nursing education

Responsible for creating and updating all national stroke education with ILead, Veterans Health Library (VHL), and imed consent.

Collaborates with interdisciplinary team members, including other program and service leaders at all participating facilities and VISNs.

Will collaborate with the Department of Defense (DOD) in the implementation of stroke services in 32 facilities to utilize the National Telestroke Program.

The Chief of Education will be responsible for ensuring funding is managed with active duty military insurance, managing the Joint Incentive Funds (JIF), and maintaining quality control.

Qualifications

English Language Proficiency.

Graduate of a school of professional nursing approved by the appropriate accrediting agency.

Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth of the United States.

Grandfathering Provision for current VHA employees in the 0610 series.

Master's degree in Nursing (MSN) or related field with required professional nursing experience.

Doctoral degree in nursing or related field with required professional nursing experience.
