The ideal candidate is a strategic thinker and hands-on contracting professional who can independently manage complex procurements, provide expert recommendations to Contracting Officers, lead acquisition teams, and support mission-critical procurement requirements across the Department of the Navy (DON), Department of War (DOW), or U.S. Marine Corps environments.
Qualifications

Bachelor's degree in Business, Acquisition, Public Administration, Finance, or related field.

Minimum 10 years of federal contracting experience serving as a lead negotiator and contract specialist supporting pre-award and post-award functions for complex procurements.

Minimum 5 years of experience supporting large-scale service acquisitions.

Minimum 5 years of experience leading teams of contract specialists or acquisition professionals.

Strong preference for experience supporting the Department of the Navy (DON), Department of Defense (DoD), or U.S. Marine Corps.

Strong working knowledge of FAR, DFARS, agency supplements, and federal procurement regulations.

Experience with acquisition systems including SAM.gov, PIEE, ePS, AMS.

Advanced proficiency in Microsoft Word, Excel, PowerPoint, Teams, and SharePoint.

Demonstrated ability to manage multiple priorities in a fast-paced federal environment.

Strong written communication, negotiation, analytical, and stakeholder management skills.
Requirements

Provide senior-level contracting expertise across all phases of the acquisition lifecycle, including pre-award, award, post-award, and closeout.

Serve as lead negotiator and contract specialist for highly specialized procurements of significant importance.

Assist Contracting Officers with acquisition strategies, contract structures, procurement approaches, and regulatory compliance.

Draft and review solicitations, Requests for Proposal (RFPs), Requests for Quote (RFQs), amendments, modifications, and contractual documentation.

Recommend contract line-item number (CLIN) structures, pricing strategies, and evaluation methodologies.
-
Review Statements of Work (SOW), Performance Work Statements (PWS), and Task/Delivery Order requirements for completeness, quality, and performance-based outcomes.

Assist customers in developing clear and compliant procurement requirements.

Conduct and document market research, industry capability assessments, and procurement recommendations.
-
Develop Independent Government Cost Estimates (IGCEs) and pricing support documentation.

Support proposal evaluations involving technical, past performance, and price factors.
-
Conduct price and cost analysis, proposal adequacy reviews, and price reasonableness determinations.

Prepare pre-negotiation and post-negotiation memoranda.
-
Support contract award activities, responsibility determinations, debriefings, and award notifications.
-
Prepare modifications, Determinations & Findings (D&Fs), Justifications & Approvals (J&As), Memorandums for Record (MFRs), and other post-award documentation.

Advise on change orders, supplemental agreements, option exercises, and service contract extensions.

Facilitate contract closeout actions including de-obligation modifications, completion statements, and final file archiving.

Maintain closeout checklists and run system reports for eligible contracts.

Utilize federal acquisition systems including SAM.gov, PIEE, ePS, AMS, SharePoint, and related systems.

Provide user support and training to contracting staff on AMS and ePS processing.

Lead and mentor junior contract specialists and acquisition personnel.

Review team deliverables for quality, completeness, and compliance.
