Role Description
The Federal Subcontract Administrator will be responsible for managing and administering federal contracts, ensuring compliance with regulations, and maintaining strong relationships with stakeholders.

Performs pre- and post-award contract administration and management for various contract types including Cost Reimbursement, Fixed Price, and Time and Material.

Analyzes internal requests for procurement actions from a business, financial, contractual, and risk perspective.

Prepares requests for proposals and reviews proposals for completeness and accuracy.

Performs in-depth cost (or price) analysis and prepares cost (or price) analysis reports and source selection justifications for subcontracts, consultant agreements, and purchase orders.

Reviews requirements to ensure compliance with laws, regulations, and corporate quality assurance standards.

Negotiates terms, conditions, and costs (or price) for subcontracts, consulting agreements, and purchase orders.

Assumes a lead role in resolving disputes and contractual performance issues.

Coordinates contractual management reviews ensuring consistency with IBM Global policies and Federal Contract Requirements.

Develops and maintains good business and contractual relationships with internal and external customers and subcontractors.

Provides daily updates to an Acquisitions Tracker for procurement status awareness.

Performs assigned closeout activities with internal stakeholders and management.

Maintains appropriate records and ensures procurement folders are audit-ready.

Participates in Internal Audits.

Performs other assigned duties.
Qualifications

Bachelor's Degree (or equivalent work experience) in a business-related field.

A minimum of 5 years of federal contracting experience or related business profession experience.

At least 2 years of experience in management, administration, and negotiation of Federal Government support subcontracts, consultant agreements, and purchase order agreements.

Comprehensive knowledge of Contractor Purchasing Systems Review (CPSR) requirements.

Working knowledge of FAR, DFARS, and other Federal Government Contracting Regulations.

Strong organizational skills, attention to detail, and high degree of accuracy.

Ability to adapt to a fast-paced environment and prioritize multiple tasks.

Excellent communication skills both orally and in writing.

Strong interpersonal skills with an emphasis on cooperation and teamwork.

Proficient in Microsoft Office Suite.

Ability to use and learn the SAP Ariba system.
