Role Description

The desired candidate will work as a User Management (UMX) Functional Analyst as part of an Oracle E-Business Suite (EBS) R12 integrated project team supporting a Department of War (DoW) multi-Agency program. The candidate will be part of a team where complex problem solving and communication skills are critical to success. Responsibilities

• Perform as Oracle EBS UMX Functional Analyst responsible for the functional analysis, solutioning, implementation, and support.
• Play a senior role in analysis, design, and assist development efforts of Oracle EBS solutions with a primary focus on Oracle User Management (UMX) and access management solutions.
• Support analysis, design, and assist development efforts of Oracle EBS business process areas:
  • Budget to Report (B2R)
  • Procure to Pay (P2P)
  • Contract Lifecycle Management (CLM)
  • Acquire to Retire (A2R)
  • Order to Cash (O2C)
• Lead discussions on applying Oracle EBS technology to solve complex implementation issues and RICEFW development challenges.
• Collaborate with business stakeholders and other cross functional team members (Developers, Functional Analysts, and Testers) to produce scalable, efficient, and supportable solutions utilizing Oracle products and related technologies.
• Work in Business Intelligence - Data Management and Reporting Solutions.
• Support DFAS / DoD Enterprise System Interfaces including and not limited to SPS, MOCAS / ONE PAY, WAWF / iRAPT, and DCAS.
• Support fellow team members through analysis, development, and architecture standard improvement/augmentation according to industry best practices.
• Responsible for the creation, modification, and execution of Test plan and scripts.
• Responsible for analyzing and identifying business reported functional issues, assist cross functional teams with recording of defects, identifying and implementing solutions, and testing fixes.
• Support system and user acceptance testing activities.
• Provides end-user support for system extensions and customizations.
• Provide mentorship and training of other developers on processes and tools.
• Perform other duties as assigned.

Qualifications

• Bachelor’s degree or equivalent with five years of DoD and/or Federal Oracle EBS implementation experience.
• Experience with Oracle Federal Financials EBS R12.2.6 or above.
• Demonstrated functional knowledge within one or multiple of the following areas:
  • Oracle E-Business Suite Technology
  • Oracle User Management (UMX) & Role Based Access Control (RBAC)
  • System Administration
  • Security
  • Oracle Application Framework (OAF) & personalization framework
  • Oracle Workflow (WF)
  • Oracle Enterprise Command Centers (ECC)
  • Oracle Licensing
  • Oracle Patching
  • Oracle E-Business Suite Architecture and Common Applications
  • Multiple Organization Access Control (MOAC)
  • Procure to Pay (P2P) / Contract Lifecycle Management: Purchasing, Accounts Payable, Contract
  • Prospect to Order (P2O): Project Billing, Project Costing, Project Management
  • Order to Cash (O2C): Inventory, Accounts Receivable
  • Budget to Report (B2R): Federal Administrator, General Ledger
• Experience in the creation of Functional design, Configuration, Test Plan & Test Script documentation.
• Experience with integration to Oracle E-Business Suite and/or legacy systems.
• Proficient in authoring, editing, and presenting technical documents.
• Strong verbal, written, interpersonal, troubleshooting, and analytical skills.
• Must be a U.S. Citizen and able to obtain an IT-II background investigation.

Desired Skills

• Prior experience with OBIEE reporting.
• Knowledge and experience in developing software using agile methodologies.
• Knowledge and understanding pertaining to Oracle Single-Sign On (SSO).
• Strong understanding of Oracle Middleware to include:
  • Oracle Identity Management (OIM)
  • Oracle Access Manager (OAM)
  • Oracle Internet Directory (OID)
• Experience with Oracle Fusion SaaS considered a plus.

Pay Range

The proposed salary range for this position is: $75,200-$158,100.
