Role Description

This position is part of the Chemical Safety and Hazard Investigation Board, Office of Administration. The incumbent of this position serves in dual capacities as an Information Technology Cybersecurity Specialist of the U.S. Chemical Safety and Hazard Investigation Board (CSB) and as the Chief Information Officer of the CSB and reports directly to the Director of Administration.

• Serves as the agency's senior expert and consultant on the design, development, and integration of information technology (IT) systems to meet CSB needs.
• Provides senior management advisory services resulting in important decisions regarding programmatic and operation of CSB functions and activities.
• Keeps informed of government Cybersecurity initiatives affecting the agency and ensures such initiatives are implemented in a timely manner.
• Reviews annual IT reports, strategic plans, and budget submissions.

• At the GS-14 level, you must meet the following qualifications:
• One year of specialized experience to at least the GS-13 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled.
• Specialized experience for this position is:
  • Experience in leading enterprise IT governance, cybersecurity, and modernization programs in compliance with Federal requirements (FISMA, NIST, OMB, and CISA)
  • Advising senior executives on cybersecurity, IT contracts, and risk migration
  • Developing standard operating procedures for the Agency relating to vulnerability, security controls, continuous monitoring, and incident response

Requirements

• Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
• Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
• You will receive credit for all qualifying experience, including volunteer experience.
