Role Description

We are seeking a dedicated and detail-oriented professional with proven experience in administering leave of absence programs. Success in this role requires comprehensive knowledge and adherence to applicable federal, state, and local leave laws, including the Family and Medical Leave Act (FMLA), California Family Rights Act (CFRA), Americans with Disabilities Act (ADA), Pregnancy Disability Leave (PDL), Paid Sick Leave, as well as agency-specific policies. The ideal candidate will act as a resource for both employees and management, handle sensitive leave cases with discretion, offer expert technical advice, and ensure all documentation is thorough and accurate. This role demands exceptional communication and organizational skills, proficiency with Human Resource Information Systems (HRIS), and a strong commitment to delivering high-quality customer service.

Qualifications

• Knowledge of principles and practices of human resources.
• Knowledge of applicable local, state, and federal laws, rules, and regulations governing human resources management for a public agency.
• Knowledge of EEO rules and regulations.
• Knowledge of human resources systems and databases.
• Knowledge of organizational and management practices as applied to the analysis, evaluation, development, and implementation of programs, policies, and procedures.
• Knowledge of training and development needs assessment; development of curriculum, learning objectives, and lesson plans.
• Knowledge of research, statistical, analytical, and reporting methods, techniques, and procedures.
• Knowledge of public administration policies, procedures, functions, authorities, and regulations.
• Knowledge of principles and techniques for working with groups and fostering effective team interaction.
• Knowledge of recent and ongoing developments, current literature, and sources of information related to human resources.
• Knowledge of principles and procedures of record keeping.
• Knowledge of authority and mandated safety rules, regulations, and protocols.
• Knowledge of techniques for providing a high level of customer service.
• Knowledge of the structure and content of the English language.
• Knowledge of modern equipment and communication tools used for business functions.

Requirements

• Any combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position.
• Equivalent to a bachelor’s degree from an accredited college or university with major coursework in human resources, business or public administration, or other related field.
• Three (3) years of increasingly responsible professional experience in human resources, with an emphasis in leave of absence management.
• Some positions may require possession of a valid California Driver’s License to be maintained throughout employment.
• Some positions may require possession of industry-specific licenses and/or certifications, to be maintained throughout employment.

Benefits

• Salary range: $95,533.69 – $133,747.59 annually (DOQ).
• Initial salary placement is generally made between the start and mid-point of the posted range.
• Annual merit-based salary increases contingent upon performance ratings.
