Role Description

As a Payroll Compliance & Regulatory Governance specialist, you will be responsible for ensuring compliance with payroll regulations and managing payroll operations effectively.

• Monitor and ensure compliance with all applicable payroll regulations in the United States and Canada.
• Research, interpret, and communicate new payroll legislation and regulatory requirements impacting payroll operations.
• Maintain payroll compliance calendars, filing schedules, and regulatory obligations.
• Partner with Legal, Finance, Human Resources, and external service providers to implement compliance requirements.
• Ensure payroll policies, procedures, and controls remain current and aligned with applicable laws.

Requirements

• Execute recurring payroll compliance reviews and operational audits.
• Identify control gaps and compliance risks through proactive monitoring and testing.
• Perform root cause analysis and corrective action planning for payroll exceptions.
• Support Internal Audit, External Audit, SOX compliance activities, and regulatory examinations.
• Maintain documentation supporting payroll controls, audit evidence, and remediation efforts.
• Track compliance issues through resolution and provide executive-level status reporting.
• Validate employee tax setup and jurisdiction assignments.
• Review payroll tax filings and remittances for accuracy and completeness.
• Coordinate responses to tax notices and government inquiries.
• Partner with external payroll tax vendors to resolve filing discrepancies.
• Support year-end tax reporting activities, including W-2, T4, RL-1, state reporting, and provincial reporting.
• Audit payroll transactions to ensure compliance with company policy and regulatory requirements.
• Review earnings, deductions, tax calculations, benefit deductions, PTO payouts, final pay calculations, and garnishment processing.
• Investigate and resolve payroll compliance issues affecting employee pay.
• Support payroll integration activities related to acquisitions and new entities.
• Coordinate payroll registrations and agency account setup.
• Evaluate compliance implications associated with business transitions and organizational changes.
• Assist with payroll vendor transitions, entity consolidations, and process standardization initiatives.
• Maintain payroll Standard Operating Procedures (SOPs), compliance documentation, and governance materials.
• Recommend improvements to strengthen internal controls and reduce operational risk.
• Support implementation of new payroll technologies and automation initiatives.
• Develop and maintain compliance dashboards and operational metrics.
• Participate in strategic payroll transformation projects.
• Analyze payroll data to identify trends, risks, and opportunities for improvement.
• Prepare executive summaries and compliance reports for leadership.
• Monitor and report key performance indicators related to compliance, audit readiness, controls, tax, operations, remediation, and service delivery.
