Role Description
Under general direction, the Supervisor is responsible for managing all payroll operations for the Los Angeles County Development Authority (LACDA). Responsibilities include:

Ensuring timely and accurate payroll processing.

Compliance with federal, state, and local regulations.

Maintaining proper financial reporting.

Overseeing payroll staff and developing payroll procedures.

Administering payroll tax reporting and retirement filings.

Managing payroll accounting transactions, reconciliations, and general ledger activities.

Supporting year-end financial reporting and audits.
-
Maintaining payroll system configurations and monitoring legislative changes.
-
Leading internal and external audits to ensure regulatory compliance.
-
Preparing payroll reports, financial analyses, and budget projections.
-
Resolving complex payroll issues and participating in departmental budget development.

Supervising, mentoring, and evaluating payroll staff.
-
Performing other related duties as assigned.
Qualifications

Knowledge of principles and practices of employee supervision.

Knowledge of principles and practices of leadership.

Knowledge of basic principles and practices of budget administration.

Knowledge of applicable federal, state, and local laws, rules, regulations, and procedures.

Ability to assist in developing and implementing goals, objectives, practices, policies, and procedures.

Ability to select and supervise staff and provide training and development opportunities.

Ability to interpret, apply, explain, and ensure compliance with policies and regulations.

Ability to perform complex and sensitive/confidential work.

Ability to prepare clear, effective, and accurate reports and correspondence.

Ability to communicate clearly and concisely, both orally and in writing.
Requirements

Equivalent to a bachelorโs degree from an accredited college or university with major coursework in business or public administration, finance, accounting, or related field.

Three (3) years of increasingly responsible experience administering comprehensive programs related to payroll, including one (1) year in a lead capacity.

Possession of a valid California Driverโs License may be required.
Benefits

Salary range: $108,380.56 - $162,571.90 Annually (DOQ).

Initial salary placement typically falls between the start and mid-point of the posted range.

Annual merit-based salary increases contingent upon performance ratings.
