Role Description

The Texas Health and Human Services Commission (HHSC) Community Services (CS) department seeks a highly qualified candidate for the Financial Analyst III – OADRC Lead Financial Analyst position. The position reports directly to the Contract Oversight and Compliance Manager within the Office of Aging and Disability Resource Centers (OADRC).

The OADRC Lead Financial Analyst serves as the primary liaison and single point of contact for all fiscal activities between the state and Texas’s 28 Aging and Disability Resource Centers (ADRCs). The position performs advanced, highly complex (senior-level) federal financial consultative work. Responsibilities include:

• Providing technical assistance, consultation, training, and support to individuals and organizations regarding federal and state financial requirements.
• Leading fiscal management and monitoring processes to ensure compliance with regulations governing federal funds.
• Developing, preparing, and maintaining policies, procedures, and training materials.
• Coordinating special projects and performing other work as assigned.
• Interacting with HHS divisions, management, contractors, stakeholders, organizations, and other state agencies.
• Maintaining reports on contractors’ fiscal risks and recommending improvements.

Qualifications

• Graduation from an accredited four-year college or university.
• A degree that includes significant coursework in business administration, finance, public administration, or a related field is generally preferred.
• At least three years of full-time professional fiscal management experience in a large public-sector organization.

Requirements

• Knowledge of financial analysis and examination procedures, including financial and industry terminology and practices applicable to regulated entities.
• Ability to perform and interpret numerical analyses; review financial and management records for accuracy and compliance.
• Knowledge of state and federal laws, rules, regulations, policies, and procedures relevant to contracts.
• Skill in communicating effectively, both orally and in writing.
• Skill in establishing and maintaining effective working relationships.
• Ability to identify and analyze problems, evaluate alternatives, and propose practical solutions.
• Ability to interpret and analyze statutes.
• Ability to provide guidance to others.
• Ability to use Microsoft Office products.
