Role Description
The Prince Georgeβs County Office of Management and Budget is currently seeking qualified applicants to fill a Grant Management Analyst (Budget Management Analyst 4G), grade G27 position, in Unit B - Grants.
This is an advanced-level professional and administrative principal budget development and administration or management work in all phases of budgetary development and administration or management analyses projects. Incumbents may supervise subordinates in performing complex budgetary functions/management analyses projects and provide technical guidance and training.

Exercises the full range of supervisory duties and responsibilities over subordinate positions as defined in the Personnel Law.

Leads and participates in performing budgetary, planning, programming, and management analysis projects.

Leads assigned or team efforts regarding management reviews, organizational studies, performance measures, training, and special projects.

Develops, administers, and manages the current operating, grant, and capital expense budgets.

Develops a system of administrative controls tailored to the needs of individual agencies to ensure effective and economical expenditure of allocated funds.

Confers with administrative officials on organization, management, and procedural problems.

Participates and leads in the continual reevaluation of County revenue forecasts.

Develops and monitors systems and procedures for the administration of Federal and State grants.

Represents the Office of Management and Budget in meetings with other departments and outside agencies.

Prepares statements for County Executive on budgetary issues related to assigned agencies.

Evaluates budgetary submissions for technical compliance and funding implications.

Prepares written and oral presentations describing requested budgets of assigned departments and agencies.

Conducts management studies of agency operations and develops administrative systems.

Uses automated data systems to monitor agency expenditure patterns and prepare projections.

Monitors assigned Department/Agency approved operating and capital budgets.

Conducts studies requiring coordination among many people and Departments/Agencies.

Analyzes Department/Agency operations and staffing patterns.

Analyzes and recommends action concerning requests for reallocation of funds and supplemental appropriations.

Reviews and analyzes numerous computer reports and creates databases, spreadsheets, and other analytic structures.

Discovers, analyzes, and reports on issues and problems appropriate to areas of assignment.

Drafts budgetary legislation and Executive Orders.

Prepares written and oral reports for the Deputy Budget Director, Budget Director, and Chief Administrative Officer.

Serves as budget representative on selected County committees.

Will be required to use automated equipment in conjunction with assigned duties.

Willingly performs tasks and duties which may not be specifically listed in the class specification.
Qualifications

Bachelorβs degree from an accredited college or university in Accounting, Business/Public Management, Finance, Economics, Quantitative Analyses, or closely related field.

Three (3) years of progressively responsible administrative and budgeting experience, including at least one (1) year in a lead/supervisory role.

An equivalent combination of education, experience, and training which provides the required knowledge, skills, and abilities may be considered; however, there is no substitution for the required supervisory experience.
