Role Description
The Finance and Business Operations Consultantβ PRISM (FBOM) oversees project-based financial management, and provides operational and compliance advisory services to support the PRISM project. This engagement focuses on ensuring accurate financial planning and forecasting, strong internal controls, and adherence to donor-subgrant contract procedures. The Consultant collaborates closely with HQ business finance and administration team, delivering periodic analyses, recommendations, and compliance support.
Core Services & Deliverables

Financial oversight and planning for PRISM project:

Development and management of the PRISM budget in alignment with implementation plans.

Provide financial forecasts, cash-flow projections, and expenditure updates.

Conduct spending and burn-rate analysis; identify risks and recommend adjustments.

Deliver scenario modeling, and financial planning to support adaptive program management.

Compliance and risks management:
-
Advise on and support implementation of compliant financial, procurement, and operational procedures in line with donor and Internews policies.

Review payment requests submitted by field teams for proper documentation, and adherence to financial controls, prior to HQ processing.

Maintain strong internal controls and high-quality financial documentation.

Collaborate on periodic compliance checks, desk reviews, and audits.

Flag financial or operational risks and escalate high-risk issues as needed.

Subgrant financial management:

Review partner budgets, financial reports, and expenditure documentation.

Verify that expenditures are allowable, supported, and compliant.

Maintain complete and audit-ready subgrant financial files.

Identify irregularities and recommend corrective actions with program teams.

Business operations support:

Advise on procurement, contracting, and consultant engagements.

Review procurement and administrative packages for completeness, documentation quality, and risk.

Support consultant budgeting, rate reviews, contracting, and onboarding.

Ensure all financial and operational documents meet donor and organizational requirements.

Financial Analysis and Reporting:

Prepare financial analyses, dashboards, and spending reviews for program leadership.

Identify under- or over-spending and recommend adjustments as needed.

Provide financial and operational insights for decision-making and donor reporting.

Coordination and advisory support:

Work closely and collaborate with the Project Director, Program Manager, and HQ Finance teams.

Provide guidance to project team on financial procedures and compliance expectations.
Qualifications

Minimum 5 years of progressively responsible financial, operational, or compliance experience in donor-funded projects.

Experience supporting a country portfolio, preferably in Southeast Asia.

Strong skills in financial analysis, budgeting, expenditure monitoring, and reporting.

Knowledge of donor compliance (e.g., GAC, philanthropic donors).

Strong English fluency and writing skills.

Ability to coordinate effectively across geographies and time zones.
