Role Description

St. Michael’s is hiring to fill a FIAR/MICP Assistant position to support a Department of Defense (DoD) client. In this position you must have demonstrated knowledge and experience of generally accepted accounting principles and internal controls over financial reporting. This is a client-facing role that will benefit from your previous experience evaluating program deficiencies and preparing briefings for senior DoD leadership. Qualifications

• Bachelor’s degree in accounting, finance or business administration.
• Five years of DoD accounting or auditing experience.
• In-depth knowledge of generally accepted accounting principles (GAAP)/internal controls over financial reporting (ICOFR).
• Working knowledge of Management and Budget (OMB) Circulars A-123, A-134, A-136 and other OMB policies.
• Familiarity and understanding of DoW and Army financial management policies and procedures.
• DAWIA certification appropriate to years of experience.
• Active Secret clearance.

Requirements

• Develop Financial Improvement Plans (FIP) for each assessable unit.
• Provide evidence that Key Supporting Documents (KSD) within TSOCs are maintained IAW FIPs and FIAR Guidance.
• Provide Subject Matter Experts (SMEs) to deliver expert guidance, analysis, and support in performing tasks and responsibilities related to identifying and addressing chronic accounting errors.
• Recommend solutions to management and support daily financial management processes within the Financial Improvement Audit Readiness (FIAR) initiative and the Manager’s Internal Control Program (MICP).
• Assist the TSOC Comptrollers in continued discovery, testing, and validation efforts that acquire audit readiness validation for assigned financial segments.
• Perform the Discovery, Corrective Action, Evaluations, Assertion and Audit Sustainment Efforts.
• Provide detailed test plans documenting planned procedures used to test the operating effectiveness of control activities.
• Provide support for Government Financial Systems, including, but not limited to, the General Funds Enterprise Business System (GFEBS), Defense Travel System (DTS), and Government Travel Charge Card (GTCC).
• Be involved in the Joint Review Program (Dormant Account Review -Quarterly DAR-Q) and researching the Universe of Transactions (UoT), Unmatched transaction (UMT) including collections (UMC) and disbursements (UMD), unliquidated obligations (ULOs), Intermediate Document (IDOC).
• Provide general administrative functions support associated with the SOCEUR Command Travel Program.
• Ensure Assertion and sustainment documentation include system and process flow documentation, risk analysis, control analysis, internal control testing, and evaluation of testing.
• Offer process familiarization training to provide government personnel with the skills needed to function effectively in the audit readiness environment.
• Assist in presentations required in the review and approval process for all audit preparation and response packages.
• Support TSOC and Service FIAR Representatives to ensure common audit-readiness strategies are in place.

• Base pay range for this position is $110,000 to $120,000.
