Role Description
Key member of the executive leadership team and the senior financial executive in the company. Responsible for the Company's financial management, financial strategy, government contract pricing, and contracts administration functions.

The CFO has full responsibility for safeguarding the financial health of the Company while ensuring that financial, pricing, and contracting activities support profitable growth and comply with applicable federal acquisition requirements.

Provides executive leadership over accounting, budgeting, forecasting, cash management, financial reporting, indirect rate management, government proposal pricing, contract administration, and associated regulatory compliance.

Serves as a strategic advisor to the CEO/President and other members of executive leadership, providing timely financial analysis and recommendations concerning corporate strategy, growth opportunities, investments, contract performance, risk, and resource allocation.

Must have a full understanding of Generally Accepted Accounting Principles (GAAP) and the accounting requirements in the Federal Acquisition Regulation (FAR).

Possesses a strong understanding of government contracting principles, including FAR, DFARS, CAS, DCAA requirements, and DCMA oversight.
The primary responsibilities of this position:

Oversee the day-to-day financial operations of the business.

Develop, in collaboration with the CEO, an annual operating plan that supports the company's long-term strategy.

Effectively collaborate with the CEO and Sr. Leadership team to develop and oversee the short-, mid-, and long-term business strategies of the company.

Establish financial strategies, policies, controls, and systems necessary to support the company's strategic objectives.

Maintain financial systems, policies, and practices appropriate for a federal government contractor and capable of supporting applicable government audit requirements.

Maintain a positive and ethical work climate that is conducive to attracting, retaining, and motivating a diverse group of professionals at all levels.

Assess and manage the principal financial and compliance risks inherent in the company's business.

Establish, monitor, and forecast indirect cost pools, including fringe, overhead, and general and administrative (G&A) expenses.

Develop provisional billing rates, forecast final indirect rates, and oversee preparation of incurred-cost submissions when applicable for DCAA reviews.

Lead and oversee proposal pricing activities, including development and review of cost/price models, labor rates, indirect rates, escalation, fee, subcontractor inputs, and profitability analysis.

Partner with Business Development leadership on competitive pricing and Price-to-Win strategy, providing scenario modeling and financial analysis to identify viable pricing approaches while protecting acceptable margin and managing risk.

Develop and maintain standardized proposal pricing tools, templates, assumptions, and review processes to support efficient and consistent pricing across proposals.

Ensure proposal pricing capability is institutionalized across the Finance organization, including training and cross-training appropriate staff so pricing files and models are not dependent on a single individual.

Support proposal teams in evaluating SCA/CBA impacts, incumbent compensation, staffing assumptions, indirect-rate effects, and other GovCon-specific cost drivers that materially affect competitive pricing.

Lead or support development of cost and price volumes, basis-of-estimate documentation, pricing narratives, and supporting schedules.

Provide executive leadership and oversight of the Company's contracts function throughout the entire contract lifecycle, from solicitation review and proposal submission through contract award, performance, modification, closeout, and records retention.

Review solicitations, contracts, task orders, modifications, teaming agreements, nondisclosure agreements, subcontract agreements, and other contractual instruments to identify financial, contractual, performance, and compliance risks.

Maintain visibility of contract funding, periods of performance, contract ceilings, obligated amounts, option periods, and other critical contractual milestones.

Serve as, or oversee, the Company's principal contractual interface with government contracting officers, contract specialists, prime contractors, subcontractors, and other customers as appropriate.

Ensure timely and accurate billing of government and commercial customers in accordance with contract requirements.

Oversee invoicing through applicable government systems and customer portals.

Monitor accounts receivable and collections and ensure timely resolution of billing discrepancies, rejected invoices, and outstanding receivables.

Ensure that there is an effective succession plan in place for the CFO position and other key positions reporting to the CFO.

Prepare all standard financial statements, partner reports, and governmental agency requests and reports.

Work with an outside accounting firm in the preparation of all company tax returns.

Lead preparation of an annual budget and long-term financial projections.

Oversee analysis of revenue, expense, and net income projections to actual results; propose and make necessary adjustments to projections and budgets.

Analyze operations financial posture to identify areas in need of reorganization, downsizing, or elimination.

Analyze long-range economic trends and project their impact on planned growth.

Perform other functions related to the office of the CFO or as may be requested by the CEO.
Qualifications
-
Master's degree in Business Administration (MBA), Accounting, or Finance preferred.

Certified Public Accountant designation preferred.
-
Prior CFO, Vice President of Finance, Controller, or comparable senior leadership and FP&A experience with a mid-sized federal/DoD/W contractor.

Minimum of 15 years of directly relevant experience, with an emphasis on demonstrated leadership and financial strategy implementation.

Eight (8) years of government contracting experience preferred.

Experience with mergers and acquisitions, due diligence, banking relationships, corporate valuation, EBITDA growth strategies, and strategic transactions.

Experience managing or overseeing government-compliant accounting and ERP systems (Unanet experience desired).

Public trust required. Eligible for Secret Clearance preferred.

Strong understanding of GovCon pricing mechanics, including direct labor, indirect rates, wrap rates, escalation, fee, SCA/CBA considerations, subcontractor pricing, and margin analysis.

Ability to conduct scenario-based pricing analysis and collaborate with Growth/Capture teams on Price-to-Win strategies.

Ability to translate financial data into actionable competitive pricing recommendations rather than solely compliance-based pricing decisions.
