[Hiring] Budget Manager @State of Washington

Role Description

This is a telework/hybrid position. The candidate of choice may work from anywhere within the state of Washington with a reliable internet connection. Travel will be required to various facilities through the state, and to the DOC Headquarters office in Tumwater, WA.

Bring your project management expertise and strong analytical skills to the Washington State Department of Corrections as our Community Corrections and Reentry Divisions Budget Manager. In this key role, you will help advance the agency’s mission by ensuring budget products are accurate, transparent, and compliant with state and federal requirements. Your work will support responsible fiscal stewardship while leveraging technology to enhance efficiency and reduce operating costs.

As the Budget Manager, you will play an important role in supporting Executive Leadership by developing budget proposals that align with and advance DOC policy priorities. You will provide fiscal and program planning, monitoring, and analysis for the agency, while also assisting with the development and execution of the agency’s Operating Budget in accordance with the Office of Financial Management (OFM) budget instructions.

In this position, you will develop critical Budget Office products related to budget development, allotment preparation, and monthly fiscal monitoring. You will independently evaluate the agency’s financial position and help ensure programs focus their fiscal resources on the highest priority services while maintaining strong financial controls and avoiding overspending.

The ideal candidate is a strategic thinker and strong collaborator who can work closely with accounting and leadership teams to ensure accurate financial information is produced and communicated each month. We are seeking someone with a strong understanding of state agency financial systems and OFM processes who can quickly learn existing tools and procedures while identifying opportunities for improvement!

Qualifications

• High School diploma or GED
• A minimum of five (5) years of professional experience in fiscal management to include budget and analysis with preference to state government budget experience.
• Experience developing financial cost estimates for programs and cost estimates for policies and workload.
• Demonstrated analytical skills, using data to make decisions and constantly improve performance.
• Demonstrated experience in managing projects, preparing reports, evaluating proposals, making collaborative decisions in a team and leadership environment, and following through with timely deliverables.

Requirements

• Bachelor’s degree in business, management, or public administration from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council for Higher Education Accreditation (CHEA), or a foreign equivalent.
• Using excellent communication skills (verbal and written), communicate and prepare complex materials in a comprehensive and understandable manner to a diverse audience employing plain talk.
• Experience with legislative process including bill analysis and fiscal note preparation.
• Supervisory experience.
• Knowledge and application of advanced management principles, including budget building and development, and financial planning and management.
