Role Description

This position is located within Rural Development Finance Office. The incumbent:

• Develops sound and persuasive justifications for agency initiatives and baseline programs when formulating the (RD) budget.
• Performs funds control activities across multiple appropriations and programs.
• Interprets fiscal statutes and appropriations language.
• Designs and improves execution processes and internal controls.
• Provides high-impact analysis and recommendations to senior leadership.

Qualifications

• Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education.
• For the GS-12 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates:
  • Comprehensive experience in managing and executing funds across multiple appropriations and programs.
  • Interpreting appropriations acts, OMB apportionments, and fiscal statutes to ensure legal compliance and effective funds control.
  • Preparing, coordinating, and allotting funds based on appropriations and OMB approved apportionments.
• There is no substitution of education for experience at the GS-12 level.
• Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
• Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
• You will receive credit for all qualifying experience, including volunteer experience.
