Role Description

• Serves as the Training Coordinator for all NCC training, including annual required training, new-hire training, and ongoing refresher training.
• Responsible for planning, conducting, programming, coordinating, supervising, managing, directing, and/or reviewing all activities for an assigned area of responsibility.
• Advises the Manager on daily operations, including reporting operational problems and needs to achieve NCC goals and objectives.
• Acts as a Talent Management System (VA TMS) Administrator for the NCC, including:
  • Recording training events for NCC personnel.
  • Managing user accounts and coordinating technical support.
  • Generating compliance/deficiency reports for mandatory training.
  • Monitoring VA TMS reports to track projected and completed training.
• Serves as a subject matter expert for the NCC and maintains training and reference materials for the division.
• Supervises trainees during Initial PCR Training and may serve as "acting" team supervisor when needed.
• Develops and manages a division training program that effectively assesses training needs by:
  • Soliciting input from management and employees.
  • Analyzing local and national call quality results.
  • Conducting call reviews to identify trends.
• Helps others learn through formal or informal methods, identifies training needs, provides constructive feedback, and acts as a mentor.

Qualifications

• Must meet all requirements by the closing date of this announcement: 10/10/2026.
• TIME-IN-GRADE REQUIREMENT: Current Federal, GS employees must meet time-in-grade requirements by the closing date.
• For a GS-11 position, must have served 52 weeks at the GS-9 level.
• If requesting reassignment or change to lower grade, must currently hold GS-11 or higher.
• Must submit an SF-50 showing time-in-grade eligibility.
• Basic Requirement per the Individual Occupational Requirement (IOR) must be met.

Requirements

• Education: Major study in education or a related subject area.
• Specialized Experience:
  • Teaching or instructing in adult education, secondary school, college, military installation, or industrial establishment.
  • Supervising or administering a training program.
  • Development or review of training/course materials and evaluation of training results.
  • Work in the occupation or subject-matter field requiring training or instructing others.
• Specialized Experience GS-11: Must have 52 weeks of specialized experience equivalent to GS-9, including:
  • Coordinating, developing, implementing, and evaluating employee training programs.
  • Analyzing quality assurance data to identify training deficiencies.
  • Using virtual training platforms and learning management systems.
  • Developing training plans, curricula, and instructional materials.
  • Evaluating training effectiveness and recommending corrective actions.
  • Managing competing training priorities in a high-volume environment.
  • Briefing leadership on training requirements and performance trends.
• GS-11 Education: Ph.D. or equivalent doctoral degree or 3 years of progressively higher-level graduate education.
• GS-11 Combining Education and Experience: Must equal at least 100% to qualify.
