[Hiring] National consultant to provide expertise in strategic advisory support in vocational education and training (VET) interventions @UNDP

Role Description

UN Women is seeking a national consultant to provide technical and advisory support for vocational education and training (VET)-related interventions. The consultant will ensure that these interventions are coherent, feasible, and effectively aligned with the national education and training system.

• Conduct a brief desk review of existing inclusive training methodologies and approaches relevant to vocational education and training systems.
• Review all VET-related project interventions to ensure alignment with national education reforms, including the Education 2030 Strategy and VET policy framework.
• Assess feasibility within VET institutions and identify implementation constraints and required adaptations.
• Provide practical, non-binding technical recommendations to strengthen relevance, coherence, and practical applicability of interventions.
• Facilitate effective technical communication between UN Women, the Ministry of Education and Research, VET institutions, private sector, and the contracted service provider implementing the ToT.
• Provide actionable recommendations for the project team on partnership modalities with the private sector.

Qualifications

• Master’s degree or equivalent in education, social sciences, public policy, international development, labour economics, or a related field is required.
• A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Requirements

• Minimum 5 years’ experience in vocational education and training (VET), skills development, employment services, education policy, or related areas is required.
• Demonstrated experience working with government institutions, particularly in the education or labour sectors, is required.
• Experience in applying and/or integrating national frameworks, standards, and evidence-based practices related to gender equality and inclusion of vulnerable groups in programmes and policies is required.
• Experience working with UN agencies, and/or civil society organizations is an asset.
• Experience working with vulnerable groups with particular focus on NEET, women with children, and persons with disabilities is an asset.
• Fluency in Romanian and English is required.
