[Hiring] National Consultant to provide capacity building on crisis management and safe leadership in public administration, politics, and management positions in the private sector @UN Women

Role Description

UN Women Moldova seeks a national consultant or a team of consultants to provide capacity building on crisis management and safe leadership in public administration and politics. This capacity-building support may also extend to women in management positions in the private sector (banks, private companies, and business/commercial-oriented NGOs).

The consultant is expected to deliver training courses tailored for women in leadership functions in public and non-profit sectors, as well as in private sector organizations. The developed methodology will contain topics related to:

• Transformative and adaptive leadership in politics and decision making
• Women’s leadership in crisis preparedness and resilience
• Violence against women in politics and online safety
• Framing, message formulation, and public presence in high-pressure contexts
• Responding to sexist narratives and gender disinformation
• Psychological resilience
• Crisis communication and crisis-communication drills

Additional advisory services could be integrated into the capacity development program.

Qualifications

• Master’s degree or equivalent in Political Science, Public Administration, Public Policy, Gender Studies, Law, International Relations, Psychology, Leadership Development, or other related fields.
• A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
• Certification in leadership development, facilitation, or project/programme management would be an asset.

Requirements

• At least 5 years of proven experience in designing and delivering methodologies and training programmes on transformative and adaptive leadership and decision-making, particularly for women in public leadership roles in politics, in security, and/or women in management positions in the private sector.
• Proven experience in developing curricula, facilitation guides, and interactive methodologies for executive-level or senior public officials.
• Experience working with parliaments, governments, local authorities, or international organizations on governance and women’s political participation.
• Experience in women’s leadership in crisis preparedness and resilience, including work related to crisis governance, emergency response, or institutional resilience is an advantage.
• Experience working with international organizations, including the UN, is an advantage.
• Fluency in Romanian and English is required.
• Knowledge of any other UN official language is an asset.

• No travel is envisaged; in case of unforeseeable travel, payment of travel costs will be agreed upon prior to travel and reimbursed.

Deliverables

• Learning modules/methodology, facilitation guides, and training materials approved by UN Women.
• Training sessions delivered as per the approved methodology, including agendas, attendance records, and pre- and post-training questionnaires with analysis of results.
• Final Report on the assignment, summarizing results achieved, lessons learned, challenges, and recommendations for future capacity-building opportunities.

Payment Details

The Consultant shall be paid for the services performed under the Contract on a per-day basis. UN Women shall pay the Consultant upon certification that the services have been satisfactorily performed, and upon submission and approval of corresponding deliverables and timesheets. The fee may be payable in installments, and the number of days worked is to be determined solely by UN Women.

Consultant’s Workplace and Official Travel

This is a home-based consultancy. As part of this assignment, no travel is envisaged. In the case of unforeseeable travel, payment of travel costs including tickets, lodging, and terminal expenses should be agreed upon with UN Women prior to travel and will be reimbursed.
