Role Description

The Maryland Department of Transportation Motor Vehicle Administration (MDOT MVA) is seeking a dynamic team player to join its Human Resources and Organizational Development Division (HROD) as a Learning & Development Specialist (Administrator II). The purpose of this position is to identify, assess, and evaluate the need for educational, developmental, and/or skill-based instruction within the MVA for employees in all classifications. The person in this role would also make suggestions and recommendations for new topics, courses, classes, and learning events to be included in the MVAcademy.

  • Facilitating, instructing, and presenting classes and other live learning events to MVA employees, including the administration and scoring of assessments.
  • Designing and conducting needs assessments for MVA groups and initiatives, providing interpretation of assessments' results using qualitative and quantitative measures.
  • Suggesting new topics/courses for inclusion in MVAcademy; designing a variety of types of instruction that use current design software.
  • Researching and applying specialized content; developing curriculum and class/course lesson plans, designing, testing, and surveying; creating slideshows, manipulatives, and other instructional materials.
  • Reviewing and recommending revisions to existing courses and instructional materials on a continuous basis.
  • Interpreting and applying agency policies and business rules to specific instructional concepts and scenarios.
  • Coordinating projects involving multiple divisions/work units and serving as lead Learning Specialist on a variety of OD initiatives.
  • Preparing for and representing the MVA by presenting at conferences, seminars, cultural observances, and other special topic events.
  • Participating in staff meetings, organizing materials and resources, and sharing in rotating travel responsibilities (for facilitation).
  • Preparing for training includes requesting necessary materials, setting up the classroom, and practicing the presentation.

Qualifications

  • Experience in adult education, training, and development.
  • Excellent oral and written communication skills.
  • Excellent interpersonal skills.
  • Ability to incorporate diversity principles in delivering learning products.
  • Ability to effectively work with employees at all organizational levels.
  • Experience functioning in a highly collaborative teamwork environment.
  • Ability to handle multiple projects, including those not classroom-related.
  • Experience using Adobe Captivate or a comparable Instructional System Design (ISD) tool.
  • Training certification, such as Associate Professional in Talent Development (APTD), Certified Professional in Talent Development (CPTD), Training & Facilitation Certificate, or Instructional Design Certification.

Requirements

  • Graduation from an accredited high school or possession of a high school equivalency certificate.
  • Five years of experience in administrative staff or professional work.
  • Three (3) years of the required experience must have included designing, developing, and delivering instructor-led, virtual, and online training programs.
  • Substitutions for experience include:
    • 30 credit hours from an accredited college or university for each year up to four years of the required experience.
    • Bachelor's degree from an accredited college or university and one year of experience in administrative staff or professional work.
    • Master's degree from an accredited college or university for the required experience.
    • U.S. Armed Forces military service experience related to administration or coordination of unit operations on a year-for-year basis for the required experience.
  • Possession of a motor vehicle operator's license valid in the State of Maryland may be required.
