Role Description

This position will be responsible for managing the training product development function for the training packages within HumanAbility’s remit, including:

  • CHC Community Services
  • HLT Health
  • SIS Sport, Fitness and Recreation

Training product development will be informed by comprehensive workforce analysis and will involve:

  • Development of responsive and flexible training products that have high educational standing.
  • Delivery by RTOs, including piloting emerging products and testing new approaches to meet RTO, industry, and learners’ needs.

The position plays a critical role in coordinating and executing projects related to the creation, enhancement, and implementation of training products that align with industry standards and regulatory requirements. The role will develop and lead stakeholder engagement activities to facilitate collaboration and ensure projects are informed by diverse perspectives.

The incumbent is responsible for understanding and team oversight (as applicable) of:

  • Technical writing
  • Vocational education training and assessment requirements
  • The VET system requirements (Nationally accredited vs non-accredited training products, apprenticeships, VET in Schools, recognition of prior learning)
  • Key research, classifications, collections, and taxonomies (AQF, ANZSCO, ANZSIC, NCVER)
  • Key stakeholder groups (employer organisations, unions, students, registered training providers, regulators, Government)
  • Key regulatory bodies (ASQA, VRQA, TAC)
  • The VET National Training Register (training.gov.au)

The incumbent works closely with the HumanAbility research and workplace planning, and stakeholder engagement teams during training package project and related consultation processes with key stakeholders.

Key Accountabilities

  • Oversee end-to-end project management for training product development from concept ideation to implementation, ensuring projects are completed within scope, budget, and timeline.
  • Maintain knowledge of VET regulatory frameworks, ensuring training products adhere to national training standards, qualification frameworks, and assessment guidelines.
  • Drive innovation in training product development consistent with the TPOF and new and emerging VET policy priorities (e.g. pilot projects).
  • Manage stakeholder relationships and engagement strategies, fostering collaboration, consulting with governments, key stakeholders, unions, and industry throughout the training product development lifecycle through Technical Advisory Groups (TAGs) and other stakeholder engagement mechanisms as required.
  • Facilitate and oversee TAGs, coordinating subject matter experts and stakeholders to provide specialised guidance, ensuring training materials align with industry needs.
  • Implement rigorous quality assurance processes to review and validate training materials, ensuring accuracy, relevance, compliance with industry requirements, and align to the TPOF and meet the Training Package Standards.
  • Manage project timelines, resources, and budgets, coordinating cross-functional teams and external partners to effectively achieve project milestones.
  • Identify potential project risks, develop mitigation strategies, and proactively address challenges to ensure successful project outcomes.
  • Maintain comprehensive project documentation, progress reports, and performance metrics, providing regular updates to stakeholders and leadership.
  • Conduct post-implementation evaluations to assess training program effectiveness, gather feedback, and identify opportunities for enhancement and refinement.
  • Lead a team of technical writers, project coordinator/s, and training product project manager/s (and quality assurance as necessary) to support the development of a positive culture, delivery of excellent work, and adherence to HumanAbility policy.
  • Observe and follow work health, safety, and wellbeing policies and guidelines.

Qualifications

  • Detailed knowledge and/or experience working with the Training Package Organising Framework (TPOF) and the Standards for RTOs.
  • Demonstrated understanding of the national skills system and the health, human services, sport & recreation and/or early childhood industries.
  • Outstanding interpersonal, written and verbal communication skills.
  • Superior ability to manage and adapt to competing and changing priorities.
  • Demonstrated experience developing and delivering engagement strategies and activities in a complex stakeholder environment.
  • Clearly demonstrated creative, innovative, and solutions focus.
  • Demonstrated proficiency in customer relationship management systems, event management, digital engagement tools, and other relevant software.
  • Tertiary qualifications in Education, Training, Project Management, or a related field is desired.

Requirements

  • This position is offered on an ongoing basis to reflect Department of Employment and Workplace Relations (DEWR) grant funding until June 2028.
  • There may be times when it is required to work outside normal business hours i.e. evenings and weekends to meet operational and/or stakeholder requirements, and dependent on work deliverables, the role may be required to undertake travel.
  • We operate a hybrid working model. While flexibility is supported, the balance of office-based work, in-person attendance at meetings, events, etc., and remote work will vary depending on role, location, and business needs.
  • All appointees must be willing to obtain a police check and Working with Children Check.
