Role Description

The Technical Advisor, Polio Data and Information Management position provides strategic and technical leadership for monitoring, evaluation, data quality, and data use across the AFGHS-FHI 360 Polio Activity. The Advisor is responsible for ensuring the consistent collection, validation, analysis, interpretation, and reporting of project performance indicators across participating countries and for translating program and surveillance data into actionable information for project management, technical decision-making, and donor reporting.

  • Establishes and maintains standardized approaches for indicator definitions, data collection, verification, aggregation, and reporting.
  • Monitors country performance against approved work plans and targets.
  • Identifies data quality and reporting issues.
  • Provides technical assistance to strengthen country-level monitoring and data management capacity.
  • Leads country, regional, and global analyses of polio surveillance and program data analysis.
  • Conducts and supports analyses of acute flaccid paralysis (AFP), environmental surveillance, laboratory, specimen referral and transport, case investigation, timeliness, completeness, and other relevant surveillance and program indicators.
  • Works with country and technical teams to examine subnational variation and distinguish true surveillance performance gaps from weaknesses in data completeness, quality, reporting, or interpretation.
  • Translates findings into practical recommendations that inform country work plans, geographic targeting, resource allocation, technical assistance, and corrective actions.
  • Contributes to FHI 360’s technical thought leadership by developing analytical tools, dashboards, data-review approaches, guidance, learning products, and other resources.
  • Represents FHI 360’s polio monitoring, evaluation, and data priorities with key stakeholders.
  • Ensures that monitoring, evaluation, surveillance analysis, and data-quality findings are integrated into program implementation and management decisions.
  • Provides technical assistance, mentoring, and capacity strengthening to country teams and government counterparts.

Qualifications

  • Master’s Degree or its International Equivalent in Health, Life/Social Sciences International Development, or Related Field.
  • Project Management (PM) Certification preferred.
  • Typically requires 12+ years of relevant experience in designing and evaluating applicable programs/services in polio eradication.
  • Documented participation on normative bodies or committees that define guidelines relevant to the specific technical area.
  • Relevant publications, presentations, reports, and manual/tool development.
  • Experience leading business development efforts in the technical area.
  • Prior work experience in a non-governmental organization (NGO), government agency, or private organization in polio eradication effort.

Requirements

  • In-depth technical knowledge of polio eradication, monitoring and evaluation, and surveillance systems.
  • Demonstrated knowledge of monitoring, evaluation, and performance measurement.
  • Strong quantitative and analytical skills.
  • Ability to translate complex data and analytical findings into clear, actionable recommendations.
  • Strong knowledge of data-quality assessment, data visualization, dashboards, and surveillance data-review methodologies.
  • Ability to lead and facilitate country and multi-country data reviews.
  • Strong written and oral communication skills.
  • Understanding of the broader operational and external environment affecting polio eradication and surveillance programs.
