[Hiring] Spring 2027 Intern - Technology Research & Data Engineering Intern @Noblis

Role Description

This is for a SPRING internship beginning in January 2027. Expected hours are 10-20 hours a week. The internship will run until April 2027.

Noblis is seeking a motivated intern to support a technology scouting and risk assessment platform project that helps U.S. government decision makers identify, monitor, and evaluate emerging technologies with national security implications. The platform integrates open-source data from academic research, global news, patents, government funding sources, and other publicly available repositories, then applies advanced analytics, including machine learning, natural language processing, and structured analytic techniques, to surface insights and assess technology risk. The intern will join a small, high-impact engineering team working in an agile environment to expand the platform's data coverage and enhance its software capabilities.

Qualifications

• Currently pursuing a Bachelor's or Master's degree in Computer Science, Data Science, Data Engineering, Information Science, or a related technical field with a 3.3 GPA.
• U.S. citizenship required.
• Minimum 1 year of academic or professional experience in data engineering, software development, or a related area (coursework and academic projects count).
• Demonstrated experience or coursework in data engineering concepts, including ETL processes, data wrangling, and working with diverse data formats (JSON, CSV, XML, APIs).
• Working knowledge of Python or another scripting language, with some exposure to data processing libraries (e.g., Pandas, BeautifulSoup, Scrapy, or similar).
• Basic understanding of relational databases and SQL.
• Strong research skills with the ability to independently discover, evaluate, and document new data sources.
• Effective written and verbal communication skills.
• Self-starter who can work independently with minimal supervision in a part-time capacity.

Requirements

• Data Discovery, Integration and Pipeline Development:
• Research, identify, and evaluate new open-source datasets relevant to technology scouting and national security analysis.
• Develop and maintain ETL (Extract, Transform, Load) pipelines to ingest data across multiple formats including structured data, documents (Word, Excel, PDF), and streaming sources.
• Assess data quality, relevance, and coverage gaps to prioritize new data source integration.
• Document data source characteristics, schemas, licensing, and access methods.
• Support data normalization and transformation to align new sources with existing platform taxonomies.
• Software Development Support:
• Contribute to platform feature development, bug fixes, and enhancements using modern software engineering practices.
• Support front-end or back-end development tasks as assigned, working within a service-oriented architecture.
• Participate in code reviews, testing, and CI/CD workflows.
• Assist with UI/UX improvements and data visualization features as needed.
• General:
• Collaborate with the engineering team during sprint planning, stand-ups, and retrospectives.
• Maintain clear documentation of work completed, approaches taken, and lessons learned.
• Communicate progress, blockers, and findings proactively to the project lead.

Desired Qualifications

• Experience with web scraping, API integration, or automated data collection techniques.
• Familiarity with containerized environments (Docker, Kubernetes).
• Exposure to front-end (React, JavaScript) or back-end (Java, Node.js, Python/Flask/FastAPI) development.
• Experience with version control systems (Git) and CI/CD pipelines.
• Familiarity with natural language processing (NLP) concepts or large language models (LLMs).
• Interest in national security, intelligence analysis, or emerging technology policy.
• Experience working with large-scale or streaming data sources (e.g., news feeds, academic databases, patent repositories).
• Ability to obtain a security clearance is preferred but not required.
