Role Description

Social Impact is seeking a part-time consultant to serve as the DQR Specialist who will support or lead the following tasks:

• Prior to implementation of MCC programs:
  • Review potential data sources and recommend corrective actions.
  • Develop recommendations for possible project interventions that will maximize high-quality data reporting during MCC program implementation.
• During implementation of MCC programs:
  • Conduct DQRs focused on data sources and indicators included in an M&E Plan and data reported in the Indicator Tracking Table submitted quarterly by MCC's partner countries.
  • Inform DQR Action Plans and additional data quality remediation efforts.
  • Support the design of project interventions or the implementation of DQR Action Plans.
  • Conduct trainings for MCC staff, partner country staff, or others involved in the documentation or use of data for decision-making related to MCC programs, including:
    • How to conduct DQRs.
    • How DQRs can or should differ across sectors.
    • Prioritizing recommendations to pursue.
    • Securing stakeholder buy-in for DQRs.
    • Sustaining any data quality improvements.

Qualifications

• Minimum of a Master's (or higher) Degree in Economics and/or Statistics, or another relevant field.
• 10 or more years of experience in performance monitoring issues and data quality reviews in developing countries.
• 10 or more years of experience managing multi-sector teams to achieve specific measurable results.
• Excellent interpersonal and cross-cultural skills and demonstrated ability to hold staff accountable for performance and effectively interact with various stakeholders including government officials, project implementers, and project participants, among others.
• Proficiency in French (preferred).
• Publication record (preferred).
