Role Description

WSDOT is seeking a detail-oriented Transportation Planning Specialist 4 to serve as a Data Analyst. This primarily remote position leverages advanced data analysis expertise to lead transportation-related studies and evaluations, supporting the Public Transportation Divisionโ€™s (PTD) mission.

  • Conduct in-depth analysis of PTD programs.
  • Oversee the collection and management of data.
  • Transform complex information into clear, actionable insights.
  • Support internal and external partners in making informed, data-driven decisions.
  • Evaluate program effectiveness and communicate program impacts.
  • Meet state and federal reporting requirements.
  • Identify opportunities to improve data collection, management, and accessibility.
  • Develop and implement data systems that support public transportation programs, projects, and policies.
  • Enhance colleaguesโ€™ access to meaningful data products.
  • Lead cross-functional teams and collaborate with contractors.
  • Serve as a trusted resource in strengthening data-informed decision-making across the agency.

Qualifications

  • Advanced Data Analysis & Program Evaluation: Demonstrated ability to apply advanced principles of data analysis, including statistical methods, performance measurement, and program evaluation.
  • Data Governance & Quality Management: Experience developing and applying data collection methodologies, ensuring data quality, and implementing data governance best practices.
  • Data Product Development & Visualization: Proven ability to design, develop, and maintain data products such as dashboards, automated reports, and visualizations.
  • Program Evaluation & Outcome Measurement: Ability to apply program evaluation frameworks and outcome measurement techniques.
  • Database & Data Systems Management: Experience supporting database design, documentation, security, and accessibility.
  • Organizational & Policy Acumen: Knowledge of organizational structures, decision-making processes, and policy development within a transportation or public-sector agency.
  • Leadership & Supervision: Ability to supervise, mentor, and develop staff in data-focused roles.
  • Analytical Project Leadership: Proven ability to lead complex data analysis efforts from concept through implementation.
  • Communication & Data Storytelling: Skill in communicating technical concepts and analytical findings clearly to both technical and non-technical audiences.
  • Collaboration & Cross-Functional Coordination: Ability to collaborate with internal and external partners.
  • Workload Management & Adaptability: Proven ability to manage multiple priorities and deliver high-quality work in a fast-paced environment.

Requirements

  • Data Analysis & Program Evaluation: Professional experience in data analysis, program evaluation, or performance measurement.
  • Data-Informed Decision Support: Experience leading or supporting data-driven decision-making for public transportation or government programs.
  • Analytical Product Development: Ability to design, develop, and maintain dashboards, automated reports, or other analytical tools.
  • Leadership & Mentorship: Experience supervising or mentoring staff, or leading data-focused initiatives.
  • Complex Data & Systems Management: Experience working with large, complex datasets or enterprise-level data environments.
  • Public Transportation Knowledge: Familiarity with public transportation programs and reporting requirements at the state or federal level.
