Role Description

The purpose of this consultancy is to generate reliable, disaggregated and integrated education evidence by analysing administrative and household survey datasets and transforming the findings into analytical reports, knowledge products and interactive dashboards that strengthen evidence-based planning, budgeting, monitoring and policy dialogue at national and state levels. The outputs developed under this consultancy will support UNICEF's national and state offices and will be shared with national and state government counterparts to strengthen data-informed planning, implementation and decision-making.

UNICEF is actively engaged in supporting the Indian government to enhance access, retention, and learning outcomes in education, focusing particularly on the most marginalized communities across 17 states. To achieve this, UNICEF proposes hiring a Data Analysis Consultant to strengthen evidence-based planning through high-quality data analysis, knowledge generation and data visualization.

Qualifications

• Master's university degree in Demography/Statistics/Population studies/Education or another relevant social science field.

Requirements

• A minimum of 10 years of professional experience in data analysis, monitoring, research, and evaluation in the social sector.
• Strong understanding of quantitative data analysis, monitoring, research and data visualization.
• Demonstrated experience in analysing large-scale administrative and household survey datasets, including UDISE+, NAS, NSS, NFHS, ASER, Census, PGI and other national databases, using statistical software and data visualization tools.
• Advanced skills in SPSS, STATA, Excel and PowerPoint.
• Proven experience in developing Power BI dashboards, including the design and development of interactive dashboards for data visualization.
• Excellent writing and presentation skills.
• Language Requirements: English and Hindi.

Technical Requirements

• Curriculum Vitae (CV): An updated CV clearly demonstrating how the candidate meets all the requirements outlined in the ToR.
• Cover Letter (maximum 2 pages): Outlining the candidate’s understanding of the scope of work and activities, motivation to undertake the assignment, and suitability/fit for the role.
• The consultant is required to submit three relevant writing samples (produced within the last 3 years):
  • Data analysis sample – A sample that demonstrates the quality of data analysis from previous work which demonstrates quantitative data analysis skills using SPSS, STATA or equivalent statistical software, preferably based on administrative or large-scale survey data in the social sector.
  • Power BI sample – A sample that demonstrates the skill of developing Power BI dashboard from previous work, preferably based on administrative or large-scale survey data in the social sector (Share link of the published dashboard or PDF version).
  • Written output sample – A sample that demonstrates the quality of written outputs (e.g., reports, briefs, or presentations), highlighting the ability to communicate analysis clearly and effectively in the social sector.
