Role Description

The Business Intelligence Manager will oversee a team of data engineers and BI developers, ensuring effective reporting and analytics across state agencies.

• Supervise, mentor, and foster continuous talent development for a team of data engineers and BI developers.
• Establish structured workflows to evaluate, scope, prioritize, and process reporting requests.
• Operate an enterprise Power BI Center of Excellence (CoE) to promote data literacy and self-service analytics.
• Define and execute the long-term enterprise BI roadmap and reporting strategy.
• Standardize mission-critical Key Performance Indicators (KPIs) across state agencies.
• Create auditable, standardized reporting templates and enterprise data models.
• Collaborate with administrative leaders and stakeholders to address reporting requirements.
• Translate complex technical reporting architectures into executive-level briefings.
• Design and enforce Row-Level Security (RLS) frameworks for data access control.
• Oversee secure tenant management and data storage standards.
• Provide after-hours support for system deployments and critical operational efforts.

Qualifications

• Minimum of 5 years of experience in Data Analytics and Business Intelligence (BI).
• Minimum of 3 years leading and managing enterprise-level BI programs.
• Bachelor’s or Master’s degree in a related field.
• Preferred certifications: Microsoft Certified: Fabric Analytics Engineer Associate (DP-600), Microsoft Certified: Power BI Data Analyst Associate (PL-300).

Requirements

• Knowledge of public administration, business operations, and organizational management.
• Familiarity with modern BI stacks, data acquisition, and information security standards.
• Understanding of applicable federal/state laws regarding public records and data privacy.
• Proficiency in analytical software and visualization tools (e.g., SAS, STATA, SPSS, Tableau, Power BI).
• Skills in interpersonal communication and establishing relationships across diverse groups.
• Ability to solve complex technical and operational issues.
• Experience in project planning and implementing large-scale BI initiatives.
